Bids opened for first package of Brownton street, utility project

R&R Excavating, Inc., of Hutchinson, is the apparent low bidder on the first package of the city of Brownton’s comprehensive street and utility improvement project, the City Council learned at its March 6 meeting.
John Rodeberg, engineer with Short Elliott Hendrickson (SEH), Inc., reminded the council that the project will be bid in several packages.
“This is the largest package of those,” said Rodeberg. The first package includes all of the subsurface and street surface work. Later bid packages will include refurbishing of the water tower and improvements to other city facilities.
Rodeberg said over a dozen contractors had expressed interest in the project, and seven had submitted bids.
R&R’s bid was $4.84 million. The next lowest bid was from LaTour Construction, Inc., of Maple Lake, at $5.55 million. The engineer’s estimate for this portion of the project was $5.68 million. The bids were opened the morning of the council meeting.
Because R&R’s bid was nearly $700,000 lower than the next lowest bidder, and over $1 million lower than the engineer’s estimate, Rodeberg said the bids will be reviewed carefully by SEH. They also will be reviewed by Rural Development of the United States Department of Agriculture, which is providing grants and low-interest loans to fund the project.
