Brownton City Council Meeting
September 1, 2020
7:00 p.m.

Council Present: Norman Schwarze, Curt Carrigan, Lori Copler, Doug Block, Jesse Messner

Mayor Schwarze called the meeting to order.
Dave Wendlandt gave an update on the shortened Summer Recreation Program. They had a total of 35 kids for 3 weeks and it went really well. A big shout-out to Dave, Mary, Courtney, Lexi, Dylan and Isabelle.
Motion by Council Member Block, seconded by Council Member Carrigan and carried to approve the consent agenda as follows: Approve minutes of regular meeting 8/4/2020. Approve September Treasurers Report. Approve payment of the claims and payroll including check numbers 42797-42876 in the amount of $670,412.26. Approve new bills written/to be written.

SEH reported that all 3 notice to proceeds should be completed by the end of the week. The Water Meter quotes are in and will be finalized for the 9/16 special meeting.
Public Works has been trimming trees and will be getting bids for a 3 year project in the cemetery. Chad will coordinate with Quade on installing lights and getting the last couple meter sockets in for the year with the remaining to be completed next year.
Chief Bauer reported that things are staying steady. The PD ordered a new computer to help the staff during Covid. Their old computer didn’t have a camera and this will allow them to attend zoom meetings. A new AED is ordered and will be partially paid for with a grant. Another thing that came up was ordering a few new tasers as right now they are sharing within the department. The department feels they are already at greater risk and want to protect themselves and each other as much as possible.
The Clerk looked into an ionization air cleaning device from NAC and the breakdown as follows: Civic Center-$5,373, Community Center-$2,721, Fire Hall-$1,044 and Police Station-$1,044. Council would like to find ways to spend on other things within the City and revisit this if there are funds left.
The County was given a grant to provide supplies to its municipality’s for elections.
BE IT RESOLVED by the City Council of Brownton, to approve the 2020 CARES Act Grant County-Municipality Agreement as presented by the McLeod County Auditor/Treasurer for related election supplies in the amount of $521.61.
THE FOREGOING RESOLUTION was introduced and moved for adoption by Council Member Copler, seconded by Council Member Messner and with all members voting in favor thereof, said resolution was declared duly passed and adopted. 2020 – 075

Things are still moving forward with Dollar General.
Building Inspector Proposals were received. They will be looked at and interviews set up.
The preliminary levy/budget was discussed. Council debated a preliminary levy increase of 6% to give a little leeway for the finalization of the 2018 project and establishing a storm sewer base fee.
Whereas, the overall preliminary levy necessitates an increase of 1%, Council advised 6% increase.
BE IT RESOLVED by the City Council of the City of Brownton, County of McLeod, Minnesota, to approve the 2021 preliminary budget at 6% increase, and that the following sums of money be levied collectible in 2021 upon taxable property in the City of Brownton for the following purposes:
101 General Fund $ 245,224
Facility Development 2019A Bond $ 63,313
GO Improvement Bond 2018B $ 17,716
RS Fiber GO Bond $ 54,644
Fire Truck GO Bond 2015A $ 16,488
Levy In Advance of Loan Closing $ 68,500
2018 Storm Project $ 23,294
Total Levy $ 489,179
BE IT FURTHER RESOLVED that the City Clerk is hereby instructed to transmit a copy of this resolution to the McLeod County Auditor.

The salary portion of the budget was talked about and that will be on the October agenda.
Annexation of city cemetery and maintaining the dump road was discussed. These will be worked on in the coming months.
The Insurance claim on the old building did not work out as originally told to us by the League.

I & I Ordinance was discussed briefly and that will be explored more in the next month.
