Meeting was called to order b Mayor Schwarze.
٠Truth in Taxation meeting was opened to the public; as no public were present, meeting was closed.
٠Comment made was that property Market Valuations are 30% higher across the city of Brownton due to houses selling at a higher rate, thus also increasing property tax.
٠The 2018 Tax Levy, which morriros the 2017 Levy, was presented for approval and adopted.
٠Due to the last two mild winters, Council discussed whether to increase the Natural Gas Utility. After discussion, Council decided to leave the current fee as is and readdress it/as needed in the future.
٠The Infrastructure Project Report is being reviewed by Rural Development. Once completed, SEH will complete any modifications to be ready for the bid process in early January. Bids will be reviewed and awarded in February.
٠Public Works report included getting the snow plow ready, sludge hauling, and Christmas lights. Quade worked on the underground electric behind the bank.
٠PD report included normal listing of calls and snow bird parking warnings, no citations have been issued yet. Crazy snow storm Monday night made for a long night for the PD as it took five hours to respond to three calls. PD is working to get rid of impounded vehicles in WW fence, some of which are still in the court process.
٠Consent Agenda was reviewed and approved.
٠RS Fiber Building rental has been set at $400/month, which will be charged back to date when the electric meter was installed. RS Fiber concerns included wires stapled to ceiling in Community Center and WW Plant storage room. RS Fiber was down last week because the line was dug through by farmer digging in some tile.
٠Midway apartment residents have concerns there’s only one parking spot/apartment. Residents are currently parking by the ball field, but have been advised this is not a public parking lot. Clerk will call the apartments and let them know they to address the lack of parking. Public Works will erect signs to state no parking November 1- March 31.
٠One delinquent bill was approved for certification to 2018 property tax; November certifications were amended to include one final month of utility payment due.
٠Lutheran Social Service Nutrition Site agreement was approved for 2018.
٠City Council increases were reviewed with no change recommended. Council voted in a $40 cell phone stipend per month for the Mayor going forward.
٠Community Center upgrades were discussed; short term repairs include replacing two of the women’s stools, repairing the water fountain and to strip/wax the community center floors.
٠New owners of buildings sold at auction will be asked to bring plans and timelines to the January meeting for Council review.
٠Resident inquired about the snow fence in the alley by 6th Avenue South and whether it can be removed to allow snowmobiles to use the alleys. Once the evergreen tree is removed, the alley will then be reopened.
