City Council hears feasibility report on Armstrong project

A full crowd attended the regular Glencoe City Council meeting Monday night as the Council heard a feasibility report on the Armstrong Avenue project and the potential storm water pond in the cemetery. A public hearing will be held on Oct. 19 at 7:15 p.m. to further discuss the project.
Short Elliot Hendrickson (SEH) engineer John Rodeberg presented the report to the Council.
The Armstrong Avenue project, the city’s 2016 improvement project, was originally developed alongside the Lincoln Park project, but was pushed back when the two projects became too big.
The project will span down Armstrong Avenue from 13th Street to Seventh Street. It also will extend onto 12th Street to Baxter Avenue and down Seventh Street to Chandler Avenue.
Work will center on the storm sewer and water main lines.
The water mains will be increased in size from 2 or 4 inches to 12 inches. The city also will increase the size of the raw water line used by Seneca to 12 inches.
Rodeberg said the storm sewer also will be increased dramatically in size. On Armstrong Avenue, the sewer will be extended to the north side of 13th Street and reconstructed deeper in hopes of getting rid of the need for grinder pumps in that area.
Council Member Allen Robeck asked if the construction will drop the street level a lot. Rodeberg explained doing so would not work with residential driveways, so there will not be a dramatic difference.
The changes created by the project will require the city to construct a storm water pond to ensure the rate of flow in the west ditch system does not increase and cause flooding downstream. The pond is needed to control the flow of water and hold it before it crosses Highway 212 to the Buffalo Creek. This is a requirement by the Buffalo Watershed District.
Mayor Randy Wilson emphasized that at this time, no formal decision has been made on the pond.
