City Council passes new wastewater rates, application for grant

The Glencoe City Council on Monday night passed two resolutions involving its wastewater treatment plant. The first set new wastewater rates, beginning April 1. The second authorized an application for a $7 million Public Facilities Authority (PFA) grant.
Both actions are involved in the proposed $22 million to $23 million renovation and expansion plans at the wastewater treatment plant, in particular the need to replace parts of the aging facility and to meet the latest Minnesota Pollution Control Agency (MPCA) requirements, especially dealing with phosphorus.
But in order to get the state agency grant, the City Council needs to pass a three-step rate increase that would pay for the city’s share of the treatment plant improvements.
Council members learned, however, that because of the increased number of state communities seeking to make treatment plant improvements, the $7 million grant the city expected could be less than that.
The new wastewater service fee will increase on April 1 to $16.70 a month, while the usage fee will rise to $9 a month. Then on Jan. 1, 2019, the service fee will rise to $24.35 a month and the usage fee will go to $9.50 a month. On Jan. 1, 2020, the fees will go to $28 a month for service and $10 a month for usage.
