GLENCOE CITY COUNCIL
MEETING MINUTES
OCTOBER 4, 2021
7:00 P.M.
Mayor Voss called the regular meeting of the city council to order at 7:00 p.m. Members present: Neid, Schrupp, Olson, Lemke, Robeck.
Also present: City Administrator Larson, City Attorney Ostlund, Assistant City Administrator Jerabek, Finance Director Trippel, PWDs Voigt and Schreifels and Police Chief Padilla. Motion to approve the consent agenda as presented entered by Councilor Lemke, second by Councilor Neid. All members voted in favor.
A. Approve the minutes of the regular meeting of September 20, 2021.
B. Approve the following building permits: 1. Duane McDougall, 1102 Mitchell Court; New Home
2. Midwest Research Swine, 3413 11 th St E; Remodel 3. Nicole Angelo, 1715 Greeley Ave N; Remodel 4. Silvner Hernandez, 105 9 th St E; Mechanical Permit 5. Councilor Schrupp entered the motion to set the public hearing for Ordinance No. 611 for the Cable TV Franchise Extension for October 18 at 7:05 p.m. Councilor Olson seconded. Motion carried in a 5 to 0 vote.
Councilor Lemke entered the motion to set the public hearing for Ordinance No. 610 for Gas Franchise Extension with CenterPoint Energy for October 18 th at 7:15 p.m. Councilor Schrupp seconded. Motion carried in a 5 to 0 vote. Franchise fees can be discussed at a future workshop and council meeting.
A meeting was held with the Rural Fire Commission representing the contracting townships for fire protection with the City of Glencoe. Current truck estimates and options for reducing costs were discussed. The townships will further discuss with their boards. Current purchase price numbers and financing will be reviewed at the October 11 th Council
Workshop. The Fire Department Truck Committee will be at the workshop.
Councilor Schrupp entered the following resolution and moved for its adoption: RESOLUTION NO. 2021-28 AUTHORIZATION TO EXECUTE MINNESOTA DEPARTMENT OF TRANSPORTATION GRANT AGREEMENT FOR AIRPORT IMPROVEMENT EXCLUDING LAND ACQUISITION
It is resolved by the City of Glencoe as follows: That the state of Minnesota Agreement No. 1048577,
Grant Agreement for Airport Improvement Excluding Land Acquisition, for State Project No A4301-35 at the Glencoe Municipal Airport is accepted. That the Mayor and City Administrator are authorized to execute this Agreement and any amendments on behalf of the City of Glencoe.
Councilor Olson seconded. Upon a roll call vote motion carried 4 to 1 with Robeck entering the no vote. Whereupon said resolution was adopted and approved. Councilor Robeck entered the following resolution and moved for its adoption: RESOLUTION NO. 2021-29 RESOLUTION AUTHORIZING EXECUTION OF AGREEMENT Be it resolved that the Glencoe Police Department enter into a grant agreement with the Minnesota Department of Public Safety, for traffic safety projects during the period from October 1, 2021 through September 30, 2022. Officer Fiebelkorn is hereby authorized to execute such agreements and amendments as are necessary to implement the project on behalf of the Glencoe Police Department and to be the fiscal agent and administer the grant. Councilor Neid seconded. Upon a roll call vote all members voted in favor. Whereupon said resolution was adopted and approved. After months passing and discussions held, the City and County suggested that it would be best for the County to pull the containers from 10 th Street location until an agreement is in place and a firm timeline on the site preparation according to the agreement. This would accomplish the immediate goal of the City to have the containers removed from the Downtown area being met. The long- term goal of the County to have a mutually agreeable location at the Central Garage site will continued to be worked on, and will be completed once there is a written agreement outlining expectations of both parties.
Councilor Neid motioned to table any action regarding the county recycling site containers until an agreement can be drafted. It was then amended to include a date to have this accomplished by December 1 st . Councilor Robeck seconded the motion. Motion failed in a 2 to 3 votewith Olson, Lemke and Schrupp voting against.
Councilor Schrupp then entered a motion to have the agreement with the County prepared by the first council meeting in November. Councilor Lemke seconded. The motion failed in a 2 to 3 vote with Robeck, Olson and Neid voting against.
Councilor Olson then entered a motion requesting the County remove the containers from the site on 10 th Street. Councilor Schrupp seconded. Motion carried in a 3 to 2 vote with Robeck and Neid entering the novotes. There is an open position on the Park Board due to the resignation of Sara Domoradzki. A letter of appreciation will be sent to Ms. Domoradzki.
Glencoe’s new Comprehensive Plan is almost ready. An Open House will be held on October 14 to share plan recommendations and receive comments from residents and businesses. The Open House will be held on Thursday October 14, from 6:30 pm to 8:30 pm at the City Center, an will offer opportunities for residents to learn about the plan, ask questions, and provide comments and ideas for consideration into the plan’s Final Draft.
Assistant City Administrator Jon Jerabek in conjunction with Glencoe in Motion extended the invitation to the public to participate in a Walk Audit on October 27 starting at 5:00 p.m. at the City Center and will help us understand and identify obstacles to walking. A Walkable Community Workshop on October 28 th at 9:00 a.m. to 11:30 a.m. at the Glencoe City Center. This workshop is part of a larger effort to improve the walkability in Glencoe. The residents’ knowledge and perspective are valuable. Attendance is encouraged to develop realistic strategies to make the community a safer and more enjoyable place to walk, thereby improving the health of the residents.
Motion to approve payment of the city bills entered by MemberSchrupp, second by Member Neid.Motion carried in a 4 to 1 vote with Robeck entering the no vote At 7:44 p.m. Mayor Voss requested a motion to adjourn. Councilor Robeck entered that motion. Councilor Neid seconded. All members voted in favor. The above minutes are the official actions taken by the city council.
