GLENCOE CITY COUNCIL MEETING MINUTES
AUGUST 21, 2017
7:00 P.M.
Mayor Wilson called the regular meeting of the City Council to order at 7:00 p.m. Members present: Neid, Robeck, Ziemer, Alexander and Schrupp. Also present: City Administrator Larson, City Attorney Ostlund, Finance Director Trippel, Public Works Directors Voigt and Schreifels, Assistant City Administrator Ehrke and Captain Beinfang.
Motion to approve consent agenda as presented by Councilor Alexander. Second by Councilor Schrupp. All members voted in favor.
Approve the minutes of the regular meeting of August 7, 2017.

Public Works Director Voigt presented two quotes for a line striper/paint sprayer that was budgeted for 2017. Low quote was from Diamond Vogel for a Graco Line Lazer V5900 and Lazer Guide Starter Kit for a total of $8040.00 including freight.
Discussion led to a motion approving the low quote of Diamond Vogel by Member Alexander. Second by member Schrupp. All members voted in favor.
Public Works Director Schreifels presented two quotes for the demolition of the house owned by the City of Glencoe at 1230 Ives Avenue North. Low bid was from MJ Neisen Rentals in the amount of $7,450.00.
Motion by Councilor Neid and second by Councilor Alexander approving low bid of MJ Neisen Rentals. All members voted in favor.
Jim Benson presented the donation of $500.00 from the EAA to be used towards the replacement of the courtesy car at the Glencoe Airport. This is in appreciation of the City’s services for the various activities held by the chapter at the airport.
City Administrator Mark Larson presented the Minnesota Department of Transportation Airport Maintenance and Operations Grant Contract providing financial assistance for maintenance and operations activities.
Motion by Councilor Ziemer to authorize the Mayor and City Administrator to execute the agreement with MNDOT Aeronautics, contract number 1028970 for $22,043 for 2018 and $22,043 for 2019 by Resolution No. 2017-25. Seconded by Councilor Schrupp. Upon a roll call vote all members voted in favor. Whereupon said resolution was adopted and approved. Member Robeck would like the council members to have a copy of the reimbursement statements.City Attorney Ostlund reviewed information regarding the severally blighted property at 1128 Hennepin Avenue North. The redemption period has expired and as required by state statute the County is requesting the City approve the parcel for public auction or auction to adjacent owners or request a conveyance to the City for public use.
Councilor Alexander entered the following resolution authorizing the City Attorney to submit an Application for Governmental Subdivision for Conveyance of tax-Forfeited Lands to McLeod County Auditor to acquire the Property for $1.00:
RESOLUTION NO. 2017-26
RESOLUTION AUTHORIZING THE CITY OF GLENCOE TO ACQUIRE BY CONVEYANCEOF TAX FORFEITED LANDS FOR THE PURPOSE OF REDEVELOPMENT LOCATED WITHIN THE CITY OF GLENCOE, MINNESOTA
WHEREAS, the County of McLeod via its correspondence dated August 14, 2017, according to Minn. Stat. §282.01, has certified lands within the City of Glencoe as tax forfeited and,
WHEREAS, the land and improvements are located within the city limits of Glencoe and are legally described in Exhibit “A” attached hereto and incorporated by reference, located at 1128 Hennepin Ave North in Glencoe, Minnesota and commonly referred to as parcel number 22.050.1840 (“the Property”) and,
WHEREAS, the City of Glencoe wishes to establish the following authorized use for the Property: redevelopement (“the Public Purpose”), and
WHEREAS, the County of McLeod acknowledges that the proposed authorized use for the Property is consistent with the conditions of Minn. Stat. 282.01 and desires to convey the Property by State Deed to the City of Glencoe at no charge.
NOW THEREFORE, BE IT RESOLVED BY THE GLENCOE CITY COUNCIL:
The City Administrator is hereby authorized to submit an "An Application for Governmental Subdivision for Conveyance of tax-Forfeited Lands" to the McLeod County Auditor for the Property.
The City Administrator is hereby directed to notify McLeod County, in writing that the City of Glencoe intends to acquire the Property.
The City of Glencoe respectfully requests the McLeod County Board to favorably recommend to the State of Minnesota that the Property be deeded to the City of Glencoe at no charge pursuant to Minn. Stat.§ 282.01
The City of Glencoe certifies that the property will be used for the Public Purpose.
Councilor Schrupp seconded. Upon a roll call vote all members voted in favor. Whereupon said resolution was adopted and approved.
Councilor Ziemer entered the motion to approve the job description for Liquor Store Manager. Councilor Schrupp seconded. Members voting in favor, Ziemer, Neid, Schrupp and Alexander. Member voting no, Robeck. Motion carried.
Councilor Ziemer entered the motion to increase the job points from 494 to 750. This would put the position at the similar rating of a department head supervisor. Councilor Schrupp seconded the motion. Members voting in favor, Ziemer, Alexander and Schrupp. Members voting no, Robeck and Neid. Motion carried.
A discussion on pay for the positon was held. Member Robeck entered a motion for starting pay to be $52,000 and to re-advertise the position as Liquor Store Manager. No second was entered. Motion failed.
Member Neid entered a motion for starting pay to be $58,000 and to re-advertise the position for a Liquor Store Manager. Member Alexander seconded. Members voting in favor, Ziemer, Neid, Alexander and Schrupp. Member Robeck voted no. Motion carried.
Assistant City Administrator Dan Ehrke, representing the Tourism Committee, presented the revised budget of $50,000 for the purchase of 100 Christmas decorations and 100 banners. The Chamber Tourism Committee is requesting $10,000 from the City of Glencoe to help with the funding of the purchase. Light and Power Commission will be acting on a similar request at their next meeting and other civic organizations will be asked to contribute. Crow River Sno Pro’s have contributed $5,000 for this project.
Member Alexander motioned to approve the city donation of $10,000 from the General fund. Member Schrupp seconded the motion. All members voted in favor.
Planning and Industrial Commission approved the amendment to the variance request of Ryan Voss for garages over 1000 square feet and higher than 15 feet.
Councilor Neid motion approval of the amendment to the variance request. Councilor Ziemer seconded. All members voted in favor.
Council Member Neid entered the motion approving the recommendation of both the Planning Commission and Personnel and Legislative Committee to deny the variance request of Jerry Scharpe, 1519 Hennepin Avenue North, for vertical metal siding on an accessary building. Councilor Ziemer seconded. Members voting in favor, Neid, Ziemer, Schrupp and Alexander. Robeck voted no. Motion carried.
Motion by Councilor Neid and second by Councilor Schrupp approving payment of the city bills. All members voted in favor.
Mayor Wilson called for adjournment at 8:20 p.m. Councilor Ziemer entered that motion with Councilor Neid entering the second. All members voted in favor.
