GLENCOE CITY COUNCIL MEETING MINUTES
OCTOBER 7, 2019
7:00 P.M.

Mayor Wilson called the regular meeting of the city council to order at 7:00 p.m. Members present: Lemke, Neid, Alexander, Schrupp and Robeck. Also present: City Administrator Mark Larson, City Attorney Mark Ostlund, Finance Director Trippel, Public Works Directors Schreifels and Voigt and Police Chief Raiter.
Motion to approve the consent agenda as presented entered by Councilor Alexander and seconded by Councilor Neid. All members voted in favor.
A. Approve the minutes of the regular meeting of September 16, 2019.
B. Approve the following building permits:

Councilor Schrupp motioned to approve the following resolution to set the public hearing on the proposed Tax Abatement for Miller Manufacturing as recommended by the Economic Development Committee:
RESOLUTION NO. 2019-26
RESOLUTION SETTING A DATE FOR A PUBLIC HEARING
ON THE APPROVAL OF A TAX ABATEMENT RESOLUTION
AND A BUSINESS SUBSIDY FOR MILLER MANUFACTURING COMPANY
WHEREAS:
The City of Glencoe has been working with Miller Manufacturing Company for the purpose of promoting the expansion of existing facilities within the community; and
The City Council is considering the use of tax abatements to fund a portion of the soil correction costs as authorized under the authority of Minnesota Statutes 469.1812 to 469.1815 (the “Abatement Law”); and
Prior to approving an abatement resolution and the use of tax abatement and the proposed business subsidy the City Council must hold a public hearing.BE IT RESOLVED by the City Council as follows:1. Public Hearing. The City Council shall hold a public hearing on the use of tax abatement and the proposed business subsidy for the Miller Manufacturing Company Project at approximately 7:00 p.m. on Monday, October 21, 2019 at the Glencoe City Hall/Community Center. Staff is directed to publish notice of this hearing as required by Abatement Law.Councilor Lemke seconded the motion. Upon a roll call vote all members voted in favor. Whereupon said resolution was adopted and approved.Motion to appoint Kevin Dietz to the Park Board as recommended by the Park Board members entered by Councilor Lemke and seconded by Councilor Schrupp. Motion failed in a 3 to 2 vote. Robeck, Neid and Alexander entered a no vote as Kevin is currently serving on the Planning Commission.The position has been open since June and well- advertised. Two candidates applied. One of which has some medical issues and was not able to attend the park board meeting to be interviewed.Councilor Schrupp called for the descending voters to come up with a plan to get more people to apply.
Paula Bulau is currently serving on two boards –the Library Board and the Cemetery Commission.
The American Legion Post of Glencoe is planning to hold a Flag Retirement Ceremony on October 26th and is requesting the use of the gravel space in Oak Leaf Park to conduct the ceremony. The ceremony will give the public the opportunity to witness and participate in retiring our nation’s colors with dignity and respect.
They have been working with staff to ensure the availability of the space and have contacted Fire Chief Scheidt to coordinate fire safety.
Motion to authorize the retirement of American Flags with a flag burning at Oak Leaf Park entered by Councilor Neid and seconded by Councilor Lemke. All members voted in favor.
The Planning Commission to be held on October 10th at 7:00 p.m. will review the proposed strategic outline for a Comprehensive Plan as prepared by SEH. Council members are encouraged to attend.
City Administrator Mark Larson reviewed for the council the employee health insurance and ancillary benefits costs for 2020.
Councilor Alexander entered the motion approving the Health Insurance with Medica and to switch from Metlife to Principal for Long Term & Short Term Disability and Life and Dental coverages. Councilor Schrupp seconded. All members voted in favor.
Motion to approve payment of the city bills entered by Councilor Neid, Councilor Lemke seconded. All members voted in favor.
Mayor Wilson called for adjournment at 7:23 p.m. Councilor Robeck entered that motion with Councilor Alexander seconding. All members voted in favor.
