Brownton City Council Special Meeting
September 16, 2020

Acting Mayor Block called the special meeting to order.
Acting Mayor Block opened the public meeting to hear comments regarding a zoning variance and 2 re-zoning applications. A special Planning and Zoning Committee Meeting was held on Wednesday August 26, 2020, to discuss said issues; whereas Planning and Zoning took no issue with the requests, they were sent to Council for final review and approval.
A variance request from DJ Johnson and Pete Lage at 303 5th Avenue South, Brownton, MN, to add on to their existing garage.
BE IT RESOLVED by the City Council of Brownton, to approve the variance for DJ Johnson and Pete Lage to add on to their existing garage and to allow square footage of 936 sq. ft.
THE FOREGOING RESOLUTION was introduced and moved for adoption by Council Member Messner, seconded by Council Member Copler and with all present voting in favor thereof, said resolution was declared duly passed and adopted. 2020 - 077

A re-zoning application for Shawn Streich at 108 2nd Avenue North, Brownton, MN, to rezone the property.
BE IT RESOLVED by the City Council of Brownton, to approve the application for Shawn Streich to rezone his property from commercial to agriculture excluding the 5 bins on the northeast corner.
THE FOREGOING RESOLUTION was introduced and moved for adoption by Council Member Copler, seconded by Council Member Messner and with all present voting in favor thereof, said resolution was declared duly passed and adopted. 2020 - 078

A re-zoning application from Ratcliff Development at that part of the Southwest Quarter of the Northwest Quarter of Section 32, Township 115, Range 29, McLeod County, Minnesota as described in the legal description.
BE IT RESOLVED by the City Council of Brownton, to approve the application for Radcliff Development to rezone approximately 2.09 acres at the corner of State Highway 212 and County Road 25/5th Ave S from agriculture to commercial.
THE FOREGOING RESOLUTION was introduced and moved for adoption by Council Member Carrigan, seconded by Council Member Messner and with all present voting in favor thereof, said resolution was declared duly passed and adopted. 2020 - 079

As no comment was heard at the public hearing, meeting was closed by Acting Mayor Block.
Dan Purvis from Ratcliff Development gave an update on the Dollar General. They are hoping to break ground 10/1.
John Rodeberg from SEH gave tentative start and completion dates on the current projects.
Approve Pay Application #1 from KHC Construction for mobilization costs was presented.
BE IT RESOLVED by the City Council of Brownton, to approve Pay Application #1, in the amount of $69,215.10 to KHC Construction. Payment breakdown: USDA Eligible (Storm Sewer, Water Main) - $3,815.01; WIF Eligible (Sanitary Sewer) - $65,400.09.

The lone Water Meter Quote from Core & Main was awarded contingent on USDA-RD final approval.

BE IT RESOLVED by the City Council of Brownton, to award the Water Meter Replacement Bid as submitted, to Core & Main LP, dated August 20, 2020 in the amount of $144,995.04 and .
THE FOREGOING RESOLUTION was introduced and moved for adoption by Council Member Carrigan, seconded by Council Member Messner and with all members voting in favor thereof, said resolution was declared duly passed and adopted.

A Notice of Assessment Hearing was discussed.
BE IT RESOLVED by the City Council of Brownton, to approve the Resolution Declaring Cost to be Assessed, and Ordering Preparation of Proposed Assessment, and Calling for Hearing on Proposed Assessment for the 2019 Street Improvement Project-Rebid in the estimated final total cost of $298,145.29, on Tuesday October 6, 2020, at 6:45 p.m. at the Brownton Community Center.

A gambling permit for the BFD calendar fundraiser was submitted
BE IT RESOLVED by the City Council of Brownton, to approve gambling permit for the Brownton Fire Department for their calendar fundraiser 12/30/2020.

2 CD renewals are coming due. Council asked the Clerk to look into other options as well.
BE IT RESOLVED by the City Council of Brownton, to approve renewing CD’s that are coming due at a term of 2 years that are currently held at Security Bank & Trust in Brownton.
