Brownton City Council Meeting
October 6, 2020
7:00 p.m.
Council Present: Norman Schwarze, Curt Carrigan, Lori Copler, Doug Block, Jesse Messner

Mayor Schwarze called the regular meeting to order.
Motion by Council Member Carrigan, seconded by Council Member Block and carried to approve the consent agenda as follows: Approve minutes of regular meeting 9/1/2020 and special meeting 9/16/2020. Approve October Treasurers Report. Approve payment of the claims and payroll including check numbers 42877-42987 in the amount of $335,740.31. Approve new bills written/to be written. 2020 – 090

Chris Knutson from SEH submitted 2 pay applications and 2 change orders for the current projects.
BE IT RESOLVED by the City Council of Brownton, to approve Pay Application #1, in the amount of $86,782.50 to TMI Coatings, Inc. Payment breakdown: USDA Eligible (Storm Sewer, Water Main) - $86,782.50.
THE FOREGOING RESOLUTION was introduced and moved for adoption by Council Member Block, seconded by Council Member Messner and with all present voting in favor thereof, said resolution was declared duly passed and adopted. 2020 – 086

BE IT RESOLVED by the City Council of Brownton, to approve Change Order #1, in the amount of $8,900 for an expansion joint replacement and $12,300 for an access tube to be prepped, blasted and epoxied to TMI Coatings. Payment breakdown: USDA Eligible (Storm Sewer, Water Main) - $22,100.
THE FOREGOING RESOLUTION was introduced and moved for adoption by Council Member Carrigan, seconded by Council Member Block and with all present voting in favor thereof, said resolution was declared duly passed and adopted. 2020 – 087

BE IT RESOLVED by the City Council of Brownton, to approve Pay Application #2, in the amount of $40,728.67 to KHC Construction for soft costs and mobilization. Payment breakdown: USDA Eligible (Storm Sewer, Water Main) - $2,244.89; WIF Eligible (Sanitary Sewer) - $38,483.78.
THE FOREGOING RESOLUTION was introduced and moved for adoption by Council Member Messner, seconded by Council Member Block and with all present voting in favor thereof, said resolution was declared duly passed and adopted. 2020 – 088

BE IT RESOLVED by the City Council of Brownton, to approve a tree removal quote in the city cemetery from McKale Nygaard from Hutchinson in the amount of $15,100 over a 3 year period.

Chief Bauer reported they have been fairly busy again this month. Computer problems-taser training-dangerous dog ordinance-restructure RMV registration and insurance. They are looking at buying a new squad.
Dollar General is planning to start with ground breaking the week of October 12th. Chad/Curt has been working with Quade on getting the wire and installation lined up. Curt is working with Xcel on acquiring that property to be included in the Brownton Municipal Electric coverage area.
I & I discussion-The Clerk has been working on an ordinance for point of sale sewer service inspection and will be meeting with Shannon Sweeney on Oct 7th to discuss a storm sewer base rate. Everything should be ready for Council to take action at the November meeting.
Preliminary Levy/Budget was discussed and until we can get final numbers this was tabled until November.
Council discussed the building inspector proposals. Council would like to invite Darin to the next council meeting.
BE IT RESOLVED by the City Council of Brownton, to approve the Building Inspector Proposal as submitted by 101 Development Resources.
THE FOREGOING RESOLUTION was introduced and moved for adoption by Council Member Messner, seconded by Council Member Carrigan and with all present voting in favor thereof, said resolution was declared duly passed and adopted. 2020 – 091

BE IT RESOLVED by the City Council of Brownton, to approve the resolution authorizing the sale of a taxable general obligation abatement refunding note, series 2020 (RS Fiber Project), subject to certain parameters; fixing their form and specifications; directing their execution and delivery; and providing for their payment as submitted by Shannon Sweeney from David Drown Associates, Inc. as directed by the Renville-Sibley County Fiber Joint Powers Agency at a new rate not to exceed 3.2%.
THE FOREGOING RESOLUTION was introduced and moved for adoption by Council Member Block, seconded by Council Member Carrigan and with members Schwarze, Carrigan, Copler and Block voting in favor and member Messner voting against, said resolution was declared duly passed and adopted. 2020 – 092

Council Member Carrigan brought up fences and the fact that no one around us has limits on the % open. Member Copler has recommended an ordinance amendment to be approved at the November 4th council meeting to remove the 30% open & lower height to 72”.
The Brownton All School Reunion Committee has donated a new sound system to be shared between the
Civic and Community Centers. Thank you Committee!!!! The City was approached by a business that would like to plant a tree at the Civic Center in memory of Ethan Bah. Council approved closing off 2nd St N between 3rd and 4th Ave N from 2-6 on Saturday October 31st for the Lions Halloween gathering and Trunk OR Treat.
