Committee discusses crack sealing, seal coating

The city of Glencoe’s Finance Committee discussed finding funds to provide crack sealing and seal coating to select roads in either the 2018 or the 2019 budget at its Monday afternoon meeting.
The committee was presented with the city’s proposed 2018 budget. Mayor Randy Wilson mentioned to the City Council members that if they would like to find money to provide crack seal ing or seal coating, now would be the time to find the funds.
City Administrator Mark Larson said that the general fund is balanced for the 2018 budget, which means any money for crack sealing and seal coating would be additional spending.
Jamie Voigt, public works director for streets and parks, added that the cost for crack sealing and seal coating is substantial for every road. “You are going to be looking at $50,000 to $60,000 by the time you get that done,” said Voigt.
As a more concrete example, Voigt said the parking lots for the city center were crack sealed and seal coated recently, and that alone was $19,000.
Gary Schriefels, public works director for water and wastewater, asked Voigt if that total included striping and Voigt responded that it didn’t.
Wilson recommended that instead of trying to find the funds in an already balanced budget, city staff spend a year prioritizing which roads need the most work and then make room for the project in the 2019 budget with the 2019 preliminary levy. “Sometimes you don’t have to tweak it (the preliminary levy) very much to come up with the necessary dollars for it,” said Wilson.
