County Board approves permit for solar garden near Winsted

The McLeod County Board of Commissioners approved a conditional use permit for ReneSola Power Holdings, LLC, to install a 3-megawatt solar garden on property owned by Patricia Karels in Winsted Township.
McLeod County Zoning Administrator Larry Gasow presented the request to the board at its March 20 meeting, noting that the Planning and Zoning Commission, which hosted a public hearing on the matter on Feb. 28, was recommending approval with a long list of conditions, which included a bond, a meeting with neighbors, contractors’ proof of insurance, a landscaping and screening plan, fencing, maintenance of vegetation, signage, access to the property, a meeting with the local fire department, testing for stray voltage and the restoration of the site to its original use if the solar facility is ever decommissioned.
Gasow also noted that a petition had been received from neighbors protesting the installation of the solar garden.
In addition, the board heard from Nathan Schmalz of the Winsted Township Board of Supervisors and neighbors Jeff Hanson and Gerald Fasching.
