County Board updated on jail, Judd projects

Rain, a need to move water and sewer services and an unexpected encounter with a coal bin wall has put McLeod County’s jail expansion project a little behind schedule, the County Board heard Tuesday morning.
Larry Filippi and Sam Lauer of Contegrity, the construction management firm, gave an update on the project.
Filippi said the coal bin wall issue resulted in having to shift a planned elevator shaft about six inches. There also were issues with the planned sites for the water and sewer extensions.
Both of those issues put the project behind on pouring footings for the foundation. Lauer said the pouring of the footings started this week.
“We’ve poured a good chunk of the footings on the west side,” said Lauer. Excavation is beginning on the site of the garage, and utility work is pretty much finished.
“We’ve got a good start on the footings, and we’ll be starting soon on the foundation walls,” said Lauer. “Within a week or two, you will see a lot of change on the site.”
The infrastructure on the new Judd Avenue also is done, and the concrete workers will begin curb and gutter work.
Lauer said the city of Glencoe and the county have agreed to leave off the final lift of the bituminous until next year “to see if there is anything settling.”
Commissioner Doug Krueger expressed concern about the lack of progress on Judd Avenue, saying that its completion in time for the annual Heat in the Street “was emphasized from day one.”
Filippi said that Judd Avenue “was always a secondary thing for us” and was to be worked on in conjunction with the concrete work on the jail expansion. That work was delayed by issues with the water and sewer services.
And work on Judd, he said, was delayed because of a box culvert issue on the south end.
“The perception is kind of bad, because the contractors weren’t even here,” said Krueger.
