Finance committee discusses stormwater rates for business

The city of Glencoe’s finance and strategic planning committee discussed stormwater fees at its meeting on Wednesday, April 27. 
 
The Glencoe City Council had voted in February to raise stormwater rates from $5 to $7.50 this year, and then to $10 in 2017. The council later voted to freeze the increase so that the city could research the fee applied to commercial and industrial properties. 
 
City Administrator Mark Larson presented this research Wednesday night. 
 
To help determine what these properties should pay, a residential equivalency factor (REF) is calculated for each property. Currently, the city charges businesses a range based on this REF, from $10 to a maximum of $35. 
 
Larson said this meant the businesses were not paying their fair share. 
 
“The residents were essentially subsidizing businesses,” he said.
