Commissioners Nagel, Pohlmeier, Krueger, Shimanski and Wright were present.
Pohlmeier moved, Shimanski seconded and motion carried unanimously to approve the agenda.
Krueger moved, Shimanski seconded and motion carried unanimously to approve the consent agenda. Consent agenda items included: (a) September 17, 2019 County Board Meeting Minutes; (b) September 13, 2019 Auditor’s Warrants; (c) September 20, 2019 Auditor’s Warrants; (d) September 27, 2019 Auditor’s Warrants; (e) Accept 2018 Emergency management Performance Grant (EMPG) for the amount of $9,600.00; (f) Approve twelve-month renewal agreement with Securus Technologies for jail inmate phone system; (g) Approve gambling permit for Gopher Campfire Club, 24718 County Road 7, Hutchinson, Minnesota to conduct a raffle on November 23, 2019 with no waiting period; (h) Approve gambling permit for Gopher Campfire Club, 24718 County Road 7, Hutchinson, Minnesota to conduct a raffle on January 25, 2020 with no waiting period; (i) Approve gambling permit for Gopher Campfire Club, 24718 County Road 7, Hutchinson, Minnesota to conduct a raffle on March 21, 2020 with no waiting period; (j) Approve gambling permit for Gopher Campfire Club, 24718 County Road 7, Hutchinson, Minnesota to conduct a raffle on August 09, 2020 with no waiting period; (j) Approve gambling permit for Gopher Campfire Club, 24718 County Road 7, Hutchinson, Minnesota to conduct a raffle on August 09, 2020 with no waiting period; (k) Approve gambling permit for Brownton Rod & Gun Club, Inc., 19151 108th Street, Brownton, Minnesota to conduct a raffle on February 01, 2020 with no waiting period; (l) Approve a three-year phone system maintenance contract with Allstream Communication s(Plymouth, Minnesota) for a cost of $19,21367 per year for three (3) years with funds from the Information Technology budget (01-065); (m) Approve Conditional use Permit application by Adam Kaping, owner of LandsKapings, to operate a home occupation of a landscaping business on a bare parcel adjacent to the parcel he resides on with conditions.
Darcy Cole, 4-H Program Coordinator, and Eli Kuehn, 4-H Member, presented the annual McLeod County 4-H Program Report for the Board of Commissioners.
Krueger moved, Wright seconded and motion carried unanimously to purchase a Vulcan Endurance Gas Range from WebstaurantStore (Litiz, Pennsylvania) for a cost of $6,002.48 including freight and shipping with funds from the Jail Budget (01-251).
Wright moved, Pohlmeier seconded and motion carried unanimously to purchase a 2019 Lenco BearCat G2 4-Door armored rescue vehicle from Lenco Armored Vehicles (Pittsfield, Massachusetts) for a cost of $244,639.00 with funds from the Designated for Capital Assets Account (25-807).
Krueger moved, Shimanski seconded and motion carried unanimously to approve the Southwest Metro Drug Task Force (SWMDTF) Joint Powers Agreement for a cost of $19,200.00 with funds from the Sheriff’s Office Budget (01-201).
Krueger moved, Shimanski seconded and motion carried unanimously to approve McLeod County Sheriff’s Office to remain a voting member of the Southwest Metro Drug Task Force (SWMDTF) Joint Powers.
Wright moved, Pohlmeier seconded and motion carried unanimously to open the Public Hearing at 9:40 a.m. County Ditch 35 was removed from 19-CB-45 for further consideration. Shimanski moved, Wright seconded and motion carried unanimously to approve Resolution 19-CB-45 as revised. Shimanski moved, Krueger seconded and motion carried unanimously to accept the Auditor’s Recommendation on County Ditch 35 of $50,000.00 assessment for one year. Wright moved, Krueger seconded and motion carried unanimously to set the 2020 Drainage Assessment Interest for the general fund for two percent (2%). Wright moved, Pohlmeier seconded and motion carried unanimously to set the 2020 Drainage Assessment Interest for County Ditch 33 at two- and one-half percent (2.5%). Wright moved, Pohlmeier seconded and motion carried unanimously to close the Public Hearing at 10:04 a.m.
Nagel moved, Krueger seconded and motion carried unanimously to allow the County to opt out of a contract with Avenu concerning the implementation of a Web-based property tax system.
Krueger moved, Wright seconded and motion carried unanimously to approve Resolution 19-CB-44.
Wright moved, Shimanski seconded and motion carried unanimously to approve final acceptance and payment of $282,103.15 to Traxler Construction, Inc. (Le Center, Minnesota) for tiling projects (a) CP 19-060-02 CL Tiling – CR 60; (b) CP 19-079-05 CL Tiling – CR 79; (c) CP 19-093-01 CL Tiling – CR 93.
Wright moved, Pohlmeier seconded and motion carried unanimously to hire Tecta Tracker (Mankato, Minnesota) (Schwickert’s) to make roof repairs to the following buildings for a total cost of $60,033.00 with funds from the Fairgrounds Capital Repairs budget (25-117): (a) Commercial Building $39,520.00; (b) Agribition Building $20,513.00.
Shimanski moved, Krueger seconded and motion carried unanimously to award contract for fiber optic network extension to the McLeod County Government Center to low bidder MP NexLevel, LLC (Maple Lake, Minnesota) in the amount of $54,604.61 with funds from the Capital Equipment Notes Fund (41-003).
Pohlmeier moved, Shimanski seconded and motion carried unanimously to table the approval of quote from Allstream Communications (Plymouth, Minnesota) for upgrading the County’s telephone system for an amount of $19,926.65 with funds from the Information Technology Budget (01-065) until October 22, 2019.
Shimanski moved, Pohlmeier seconded and motion carried unanimously to approve Conditional Use Permit application by Joel Marnik for the purpose of a home occupation in an accessory building to be greater than 2,400 square feet (a proposed 60’ x 80’) on a parcel less than ten (10) acres for the purpose of shrink wrapping and storage of boats on property currently owned by Joe and Holly Neaton, described as 10 Acres of the NE ¼ NE ¼ of Section 32 in Winsted Township, with the conditions.
Shimanski moved, Pohlmeier seconded and motion carried unanimously to appoint Policy Committee Member Commissioner Doug Krueger and appoint Policy Committee Alternate, Commissioner Paul Wright to the Lower Minnesota River West 1W1P (One Watershed One Plan).
Shimanski moved, Pohlmeier seconded and motion carried unanimously to approve a Purchase Agreement between McLeod County and the Economic Development Authority of the City of Lester Prairie for property at 18454 County Road 9, Lester Prairie, Minnesota.
Shimanski moved, Krueger seconded and motion carried unanimously to approve an extension of a Purchase Agreement between McLeod County and the Economic Development Authority of the City of Lester Prairie for property at 18454 County Road 9, Lester Prairie, Minnesota.
Wright moved, Krueger seconded and motion carried unanimously to table the decision of Resolution 19-CB-46 until October 22, 2019.
Krueger moved, Shimanski seconded and motion carried unanimously to increase Matthew Troska’s wages by $300.00 per pay period through December 31, 2019 and by $100.00 per pay period thereafter until the Information Technology leadership role is filled.
Krueger moved, Pohlmeier seconded and motion carried unanimously to approve subcontracts a-x for the McLeod County Government Center construction project.
Wright moved, Pohlmeier seconded and motion carried unanimously to approve the Engagement Letter with the Minnesota State Auditor to perform the audit of the 2019 Financial Statements for a cost not to exceed $70,000.00 from the Administration Budget (01-031).
Nagel moved, Pohlmeier seconded and motion carried unanimously to approve the Personnel Committee recommendation to have a part-time employee who is currently working 28 hours per week to increase hours to 40 hours per week during the time that a full-time employee is on leave.
Wright moved, Shimanski seconded and motion carried unanimously to table the item to consider approval for a second extension of personal leave for a full-time employee from September 26 – November 25, 2019 for the employee’s own health issue until October 22, 2019.
Pohlmeier moved, Krueger seconded and motion carried unanimously to add a full-time Information Technology Manager position rated at a Grade 210.
Krueger moved, Pohlmeier seconded and motion carried unanimously to add a full-time Employee Relations Director position rated at a Grade 230.
Shimanski moved, Krueger seconded and motion carried unanimously to add a full-time Finance Director position rated at a Grade 230.
Krueger moved, Pohlmeier seconded and motion carried unanimously to approve the offer by R&R Excavating to purchase the structure at 1210 Morningside Avenue, Glencoe, Minnesota.
Wright moved, Shimanski seconded and motion carried unanimously to hire Do-Good Biz (Saint Paul, Minnesota) to print and mail a Fall County newsletter to County residents for a cost of $5,008.00.
Notification of JD 08 McS Joint Drainage Board meeting at 1:00 p.m. on Monday, October 14, 2019 to be held at the McLeod County North Complex Conference Room (2391 Hennepin Avenue North, Glencoe, Minnesota).
Notification of Solid Waste Advisory Committee Meeting to be held at 10:30 a.m. on Wednesday, October 16, 2019 at the Environmental Services Building (1065 5th Avenue SE, Hutchinson, Minnesota).
Notification of County Roads and Parks Tour to be held at 9:00 a.m. on Friday, October 18, 2019 beginning at the Hutchinson Area Transportation Services (HATS) Building (1400 Adams Street SE, Hutchinson, Minnesota).
Notification of McLeod County Workshop to be held on October 22, 2019 following the County Board meeting at the Glencoe City Center.
Notification of McLeod County Workshop with McLeod County Cities to be held at 3:30 p.m. on October 29, 2019 at the McLeod County Fairgrounds (840 Century Avenue SW, Hutchinson, Minnesota).
Shimanski moved, Krueger seconded and motion carried unanimously to enter into a closed session at 11:20 a.m. to discuss: (a) 2020 McLeod County health insurance contributions; (b) 2020 Union Contract Negotiations; (c) request for purchase of land at 520 Chandler Avenue, Glencoe, Minnesota; and (d) Employee Grievance.
Krueger moved, Shimanski seconded and motion carried unanimously to end the closed session at 1:10 p.m.
Shimanski moved, Pohlmeier seconded and motion carried unanimously to recess the meeting at 1:11 p.m. until October 22, 2019 at 9:00 a.m. in the Glencoe City Center Ballroom (1107 11th Street East, Glencoe, Minnesota).
