Commissioners Nagel, Wright, Krueger, Luthens and Schmalz were present.
Schmalz moved, Luthens seconded and the motion carried unanimously to approve the agenda.
Nagel moved, Luthens seconded and the motion carried unanimously to approve the consent agenda. Consent agenda items included: (a) August 3, 2021 County Board Meeting Minutes; (b) August 6, 2021 Auditor’s Warrants; (c) Approve Conditional Use Permit 21-09 by Danny & Denise Fischer to construct a 50' X 56' cold storage building with a heated shop on a parcel without a primary structure and greater than 660 feet from their primary residence, with condition; (d) Approve Conditional Use Permit 21-10 by Glen and Lisa Moldan to place and use seasonal travel trailers (2) for family, on a seasonal / riparian lot (Lake Marion) and located as follows: (.38 Acres) Gov't Lot 5 of Section 12 in Collins Township, with conditions (e) Approve Conditional Use Permit 21-11 by Jeffrey & Pamela McColley, Franklin, MN, to place two (2) seasonal travel trailers on a sub-standard riparian lot (Lake Marion) for personal use, with conditions; (f) Approve Ross Horstmann & Lisa Blazinski request to construct a 2nd family care dwelling on his mother's (Diane Horstmann) property for the purpose of family care of Ms. Horstmann, with conditions; (g) Approve Conditional Use Permit 21-13 by Randy & Robyn Forcier to establish an indoor firearms range in a portable enclosed trailer engineered specifically for firearms, (purchased from manufacturer) to be located within 50.50 acres of the East 1/2 of the NE 1/4 of Section 20 in Lynn Township, with condition; (h) Approve Sketch Plan 21-03 by David Broll which is a re-plat of an existing platted 6.25-acre parcel which is wooded and non-tillable; (i) Approve Scott & Shannon Eiden request for extension until October 15, 2021 in order to file a 1-Lot, Preliminary/Final Plat to be known as "EIDEN ADDITION" in order to combine two (2) platted lots (Lot-6 & Lot-7, Block 2 Buffalo Highlands Second Addition Subdivision) into one (1) platted lot for the purpose of building a detached shed in Section 16 of Helen Township; (j) Approve Marc Telecky, McLeod County Environmental Services Director, request for renewal of an Agreement for Services with the Carver County Environmental Services Department to review, approve, and/or inspection of Type IV and Type V Advanced Subsurface Sewage Treatment Systems (SSTS) per the rate of $60.00 per hour, not to exceed $2,500.00 from January 1, 2021, through December 31, 2021; (k) Approve the gambling permit for Ducks Unlimited McLeod Chapter 36 to conduct a raffle on September 9, 2021 at Crow River Winery, 14848 Highway 7, Hutchinson, Minnesota according to Minnesota Statute 349.213; (l) Notification to County Board of 2020 Tax Increment Financing (TIF) Disclosures from McLeod County cities: Hutchinson, Glencoe and Winsted; (m) Approve the quote from Symantec Endpoint Protection and Standalone EMS Install from Election Systems & Software, LLC (Omaha, Nebraska) for a total amount of $1,461.00 using funds from the Elections budget (01-085). The personal computer used exclusively for election reporting requires an upgrade to ElectionWare EVS 5.3.4.1.
Schmalz moved, Luthens seconded and the motion carried unanimously to approve resolution 21-CB-24 to support the United Community Action Partnership (UCAP) in its application and implementation of the proposed Family Homeless Prevention and Assistance Program through the period of October 1, 2021 and September 30, 2023.
Nagel moved, Schmalz seconded and the motion carried unanimously to approve the contract with, Geiken’s Guide and Guard, LLC, to instruct the DARE program in the Glencoe-Silver Lake School District for an amount of approximately $2,600.00 plus a flat rate of $25.00 per hour for instruction and preparation time using funds from the D.A.R.E Program budget (25-223).
Nagel moved, Wright seconded and the motion carried unanimously to approve to auction a 1998 Chevrolet Passenger Van VIN 1GNGG25R7W1042608 at Fahey Auctions in Glencoe, Minnesota.
Krueger moved, Schmalz seconded and the motion carried unanimously to approve the purchase of a 2019 Ford Flex SEL from Stephan Yetzer (Waconia, Minnesota) at a cost of $34,000.00 plus separate motor vehicle tax and license fees using funds from the Veteran Services budget (25-121).
Nagel moved, Schmalz seconded and the motion carried unanimously to approve the quote from Steile Construction (Silver Lake, Minnesota) for $34,800.00 for relocation of a portion of the County fiber-optic line along Highway 212 east of Glencoe using funds from the Designated for Capital Assets budget (25-807).
Schmalz moved, Wright seconded and the motion carried unanimously to approve the application and Resolution 21-CB-25 for $750,000.00 of Transportation Economic Development Infrastructure (TEDI) grant funds from the Minnesota Department of Employment and Economic Development (DEED) for the County State Aid Highway (CSAH) 5 Extension Project between CSAH 1 and CSAH 9.
Krueger moved, Luthens seconded and the motion carried unanimously to approve the quote from Schmidt Curb Company, Incorporated (Elk River, Minnesota) for installation of a new Courthouse parking lot exit on Judd Avenue. The costs are based on unit prices, the estimated total is $10,650.00 using funds from the Courthouse Building budget (01-111).
Wright moved, Schmalz seconded and the motion carried unanimously to approve Amendment #1 MnDOT Road Improvement Program (LRIP) Grant Agreement 1036317.
Wright moved, Schmalz seconded and the motion carried unanimously to approve the renewal of QLess virtual line software from QLess of Pasadena, California for one year for a total of $10,800.00 using funds from the Information Technology budget (01-065).
Nagel moved, Luthens seconded and the motion carried unanimously to approve the statement of work from Syntax (Saint Paul, Minnesota) for Professional Services for $1,175.00 using funds from the Information Technology budget (01-065).
Schmalz moved, Wright seconded and the motion carried unanimously to approve the final settlement with Ron and Kathryn Blazinski with a payment of $7,500.00 using funds from the Highway Construction budget (03-320).
Wright moved, Nagel seconded and the motion carried unanimously to go into a closed meeting at 9:55 a.m. Nagel moved, Wright seconded and the motion carried unanimously to open the board meeting at 10:59 a.m.
Nagel moved, Wright seconded and motion carried unanimously to go into a closed meeting at 11:16 a.m. Krueger moved, Nagel seconded and motion carried unanimously to open the board meeting at 11:46 a.m. Nagel moved, Schmalz seconded and the motion carried unanimously to accepted the buyer, Hennek Business Holdings LLC, for the purchase of the Hennepin Avenue properties (the North Complex, the Annex, and the Highway Sheds). The closing date is to be determined, and the sale price is approximately $751,000.00. The Glencoe Highway shop will continue to occupy the sheds on a portion of the property for a period of time using a rent-back agreement (vacate date to-be-determined). Nagel moved, Schmalz seconded and motion carried unanimously to accept the buyer, Mark M. Ahlbrecht, for the Ford Avenue properties (the former HHS Building, and adjoining agricultural property of 10.47 acres at xxxx Ford Ave N., Glencoe). The closing date is to be determined, and the sale price is approximately $130,000.00.
Schmalz moved, Krueger seconded and the motion carried unanimously to recess at 11:58 a.m. until August 17, 2021 at 9:00 a.m. at the McLeod County Government Center, 520 Chandler Avenue North, Glencoe, Minnesota.
