Commissioners Nagel, Pohlmeier, Krueger, Wright and Shimanski were present.
Krueger/Pohlmeier motion carried unanimously to approve the agenda as revised.
Wright/Shimanski motion approved the consent agenda including February 20, 2018 Meeting Minutes and Synopsis; February 16, 2018 Auditor's Warrants; February 23, 2018 Auditor's Warrants; Approve agreement between McLeod County and the State of Minnesota, Office of the State Auditor for services provided pursuant to Minn. Statute § 6.48 with McLeod County for the audit year ending December 31, 2017; Approve renewal of Precious Metal Dealer License for Security Coin & Pawn Shop, Inc. in Hutchinson from March 6, 2018 through February 28, 2019; Approve gambling permit for Gopher Campfire Club, 24718 County Road 7, Hutchinson, MN to conduct a raffle on May 28, 2018; Approve gambling permit for Gopher Campfire Club, 24718 County Road 7, Hutchinson, MN to conduct a raffle on August 12, 2018; Approve application and permit for a 3 day temporary on-sale liquor license for Winstock Country Music Festival, Winsted, Minnesota for their event being held on June 7-8-9, 2018 at 230th St., Winsted, Minnesota; Approve Confession of Judgment for Brent L. & Roxanne K. Burge (aka Roxanne K. Hamm) for Property ID 20.050.0960 in the City of Stewart; Approve Judicial Ditch #9 Change Order #4 in the amount of $2,550 to remedy washed out bank at Station 60+00 by shaping bank for riprap, trucking in and placing 36 tons of 18” Class 3 riprap and spreading soil; Approve renewal of existing contract for Finger Printing Services through Aveyron Homes, initially approved in 2017; Approve agreement between McLeod County and Hutchinson Health to provide on-site biometric screens in 2018 to interested McLeod County employees at a cost not to exceed $1620; Approve McLeod County Emergency Management grant under the Hazardous Materials Emergency Preparedness (HMEP) program; Update amendment for the Medical Contract with Advanced Correctional Healthcare (ACH) for the addition of Telemedicine access.
Krueger/Pohlmeier motion carried unanimously to table until March 20th Board Meeting.
Wright/Krueger motion carried unanimously to authorize Public Works to advertise for bids for construction of new Pavilion.
Krueger/Nagel motion carried unanimously to appoint Commissioner Pohlmeier and Commissioner Shimanski to serve as members of the County Canvassing Board.
Shimanski/Pohlmeier motion
carried unanimously to adopt
Resolution 18-CB-11 to transfer
$50,730 from general fund elections account budget to the special
revenue account designated for
voting equipment as of 12/31/17.
Krueger/Pohlmeier motion carried unanimously to approval to move forward with the Electronic Rosters and have the townships and cities responsible for 50% of the hardware costs and the county covers all initial startup costs, all software, and match the other 50% on hardware costs.
Nagel/Pohlmeier motion carried unanimously to approve Independent Contractor – Painted Horse Ranch, LLC – for supervised visitation services from March 6 through December 31, 2018.
Wright/Krueger motion carried unanimously to approve extension of current Solid Waste intern to stay on-staff to fill vacancies until further notice.
Wright/Pohlmeier motion carried unanimously to proceed with negotiations with Cindy Schultz Ford regarding full-time permanent County Administrator position.
Shimanski/Wright motion carried unanimously to designate Commissioner Krueger to represent their Local Government Unit (LGU) to act on behalf of the County/SWCD/WD at the upcoming public hearing scheduled for April 14, 2018 on the North Fork One Watershed One Plan (1W1P).
Shimanski/Krueger motion carried unanimously to allow Policy Committee to release the 90-day draft to Board of Water and Soil Resources (BWSR) for final approval.
Shimanski/Pohlmeier motion carried unanimously to approve the Holy Trinity 2018 Winstock Country Music Festival for application of “Licenses to Permit Large Assemblies in McLeod County for the upcoming 2018 Winstock Country Music Festival.
Nagel/Shimanski motion carried unanimously to approve Change Order for Courtroom #2 in the amount of $2,526.50 with funding coming from the capital assets account.
