Commissioners Nagel, Wright, Pohlmeier, Shimanski and Krueger were present.
Krueger/Wright motion carried unanimously to approve the agenda as revised.
Wright/Pohlmeier motion approved the consent agendaincluding December 19, 2017 Meeting Minutes and Synopsis; December 26, Minutes and Synopsis.
Shimanski/Krueger motion carried unanimously to approve December 22, 2017 Auditor's Warrants.
Krueger/Pohlmeier motion carried unanimously to adjourn for 2017 sine die.
Wright/Pohlmeier motion carried unanimously to cease nominations and cast a unanimous ballot for Commissioner Joe Nagel as Board Chair for 2018.
Nagel/Wright motion carried unanimously to cease nominations and cast a unanimous ballot for Commissioner Doug Krueger as Board Vice Chair for 2018.
Wright/Pohlmeier motion carried unanimously to approve the agenda.

Bonds for officers and employees;
Adopt Resolution 18-RB01-04 designating the McLeod County website as the official publication for transportation projects; Approve annual renewal of contract between McLeod County Public Health and Hutchinson Health from 1/1/2018 - 12/31/2018 for Public Health Nurse Liaison services; Approve out of state travel for County Engineer and Assistant County Engineer to attend the National Association of County Engineers (NACE) annual meeting/technical conference April 22-26, 2018 in Wisconsin Dells, WIat an approximate cost of $2,400.
Wright/Krueger motion carried unanimously to approve MnDOT Agreement 1030043 and corresponding Resolution 18-RB02-05.
Shimanski/Krueger motion carried unanimously to hire Bolton & Menk (Chaska, MN) to complete a corridor study for a future extension of CSAH 5 between CSAH 1 and CSAH 9 in Winsted, MN. Costs based on hourly rates plus expenses, not to exceed a total fee of $40,000 with the City of Winsted covering 50% of the total cost.
Wright/Pohlmeier motion carried unanimously to approve letting dates for the projects listed above.
Shimanski/Krueger motion carried unanimously to award above listed projects to Mathiowetz Construction (Sleepy Eye, MN) with a low bid of $11,962,562.36.
Wright/Pohlmeier motion carried unanimously to authorize architectural services for design of a new Fairgrounds pavilion at a cost not to exceed $25,000.
Krueger/Nagel motion carried unanimously to adopt Resolution 18-CB-03 Authorizing the McLeod County Auditor-Treasurer to designate depositories.
Krueger/Shimanski motion carried unanimously to approve re-determination of ditch benefits and damages on Judicial Ditch No. 9.
Krueger/Pohlmeier motion carried unanimously to appoint Ditch Viewers to re-determine benefits and damages on Judicial Ditch No. 9 to include Ron Ringquist of Redwood Falls, John Dotolo of Scandia, Brad Wick of Hutchinson and Allen Kerber of Arlington, who have all worked as Ditch Viewers in McLeod County.
Nagel/Wright motion carried unanimously to approve addition of Public Works Director duties to the current County Engineer position.
Krueger/Shimanski motion carried unanimously to appoint John Brunkhorst as the County Engineer/Public Works Director, effective through the duration of his current term as County Engineer which expires May 31, 2018.
Pohlmeier/Nagel motion carried unanimously to post the position of Deputy County Engineer/Assistant Public Works Director internally for a period of 10 days.
Krueger/Pohlmeier motion carried unanimously to award the 2018 legal newspaper to McLeod Publishing at a cost per column inch of $3.25.
Krueger/Pohlmeier motion carried unanimously to award the 2017 McLeod County Financial Statement to Hutchinson Leader at an insertion rate of $0.06.
Nagel/Shimanski motion carried unanimously to adopt Resolution 18-CB-01 Set Minimum Salary for Elected Officials in 2018 Election.
Wright/Pohlmeier motion carried unanimously to adopt Resolution 18-CB-02 Setting the Citizen Committee Members per Diem at 75/$125 and Mileage reimbursement rate of .35/mile.
Nagel/Shimanski motion carried unanimously to close facilities to the public at noon on Monday, December 24, 2018 and allow employees the option of working or taking four hours of vacation or compensatory time.
Wright/Krueger motion carried unanimously to close the meeting at 9:30 a.m. for closed meeting to discuss possible purchase of property.
