Commissioners Nagel, Krueger, Pohlmeier, Wright and Shimanski were present.
Considered agenda items: Add under County Administration Item F: Motion to support the Hutchinson Chamber of Commerce and Tourism to make application to host the 2019 Minnesota Governor’s Pheasant Hunting Opener Event.
Wright/Krueger motion carried unanimously to approve the consent agenda including July, 2018 Meeting Minutes; June 20, 2018 Auditor's Warrants; July 6, 2018 Auditor's Warrants; July 13, 2018 Auditor's Warrants; July 13, 2018 Auditor’s Warrant Special. Approve Houston Engineering for annual website hosting for McLeod County GeoMoose GIS data for a total cost of #1,360.50. The compliance committee has approved funding for this purchase; Approve purchase of 3 computers from ByteSpeed for $4,977 and 2 computer monitors from HP for $302. These computers and monitors are used by GIS. The compliance committee has approved funding for these purchases; Approve final acceptance and payment of $23,110.90 to SM Hentges & Sons for SAP 43-599-043, bridge replacement project on Hamlet Ave in Glencoe Township; Approve conditional use permit for temporary placement of a second dwelling, a manufactured home, for the purpose of Family Health Care on property owned by Trent Tradewell, located in Section 18 of Hutchinson Township. The Board of Hutchinson Township, unanimously recommended approval on June 14, 2018 at the regular Township meeting. The Planning Advisory Committee unanimously recommended approval at their June 27, 2018 meeting with the following conditions: 1. A new Subsurface Sewage Treatment System will be needed for the site. 2. The condition of removing one of the dwellings from the site shall be done within a year after health care is no longer required.3. A review of this Condition Use permit shall be done every 3 years from that County Board approval date, to confirm that the health care is still in need. A medical letter shall be provided by patient’s doctor indicating care is still required; approve to construct a proposed 32;X 48; (1,536 sq. ft.) detached accessory structure which will exceed a total area of 2,000 sq. ft. and located in the front yard area within a platted lot of the “r-1” Rural Residential District. This property is located in Section 35 of Hutchinson Township. The Board of Hutchinson Township, unanimously recommended approval on June 14, 2018. The Planning and Advisory Committee unanimously recommended approval on June 27, 2018. Pohlmeier/Shimanski motion carried unanimously to approve the consent agenda.
Shimanski/Krueger motion carried unanimously to approve payment of bills totaling $70,786.60.
Nagel/Shimanski motion carried unanimously to approve the purchase of a drone and related equipment through Maverick Drone Systems for $23,641.00 with funding coming from the Sheriff’s Budget.
Wright/Krueger motion carried unanimously to approve the agreement with Twin Cities & Western Railroad for the replacement of the railroad/highway crossing surface on County State Aid Highway 1, with the County’s share of the cost not to exceed $9,675.09, plus additional County labor/equipment/materials for traffic control and patching.
Shimanski/Krueger motion carried unanimously to approve the purchase from Houston Engineering, Inc. for dranageDB software and accessories as necessary at a cost estimate of $29,900 with $13,531.54 coming from the 25-607 Drainage Ditch mapping Fund, with $22,250 in kind from McLeod Soil and Water Conservation District, and $14,118.46 from the 25-102 Recorders’ Compliance Fund.
Nagel/Wright motion carried unanimously to table Recorder’s Office request for approval to purchase Compass Eclipse Research System until County Board meeting held on August 7, 2018, due to absence of presenter.
Wright/Shimanski motion carried unanimously to approve the tax court settlement with Concrete Mobility, LLC to reduce the estimated market value on parcel 22.050.3880 from $591,400.00 to $363,800.00 with remaining parcels 22.050.3881, 22.050.3890, 22.050.3900, 22.0503910, 22.050.3920, 22.050.3950, and 22.050.3960 having no change in value. Net result is the decrease in estimated market value from $659,600.00 to $432,000.00 for payable years 2017 and 2018 and to authorize McLeod County Attorney Michael Junge to sign the Settlement Agreement and Order on behalf of McLeod County Board.
Wright/Pohlmeier motion carried unanimously to approve the 2019 Fee Schedule changes.
Shimanski/Wright motion carried unanimously to approve the award of the Environmental Services building construction project to SJM Construction in the amount of $18,816.60 to modify the space due to relocation of other McLeod County departments within the facility.
Wright/Pohlmeier motion carried unanimously to approve amendment of the Conditional Use Permit 07-11 in order to extend the Hours of Operation of a Commercial Outdoor Activity and Recreation Area within the Agricultural District.
Krueger/Shimanski motion carried unanimously to amend the previous motion for the County Board to review the Hours of Operation after a time period of one year.
Nagel/Shimanski motion carried unanimously to deny allowing a permit for overnight camping for no more than 10 campsites at the property described as 12.5 acres within the SE ¼ of the SW ¼ ex Road of Section 31, Rich Valley Township in compliance with the current County Ordinance.
Nagel/Pohlmeier motion carried unanimously to approve appointment of Doug Krueger to the Project Management Team for the Glencoe Transportation Study.
Krueger/Shimanski motion carried unanimously to approve the adoption of Resolution 18-CB-22 to send official notification to the Minnesota State Auditor that McLeod County intends to hire a Certified Public Accounting firm to perform the annual financial audits for calendar years 2019 and 2020.
Krueger/Shimanski motion carried unanimously to approve drafting a Request for Proposals to seek a Certified Public Accounting firm to complete McLeod County’s Annual Financial Audits for calendar year 2019 and 2020.
Nagel/Pohlmeier motion carried unanimously to support the Hutchinson Chamber of Commerce and Tourism to make application to host the 2019 Minnesota Governor’s Pheasant Hunting Opener Event.
Open Forum: John Mathwig, rural Glencoe citizen, brought forth concern of non-compliance by a neighboring rural Glencoe residence. Mr. Mathwig noted that the owners of the property have numerous compliance issues including septic non-compliance, zoning non-compliance, and storage of non-operational vehicles out of compliance. At the recommendation of County Attorney Michael Junge, Mr. Mathwig was encouraged to continue working with Environmental Services Director Marc Telecky on reporting compliance issues to work towards resolution. Mr. Telecky will then notify the Commissioner in whose district the property non-compliance issues exist.
Wright/Pohlmeier motion carried unanimously to recess the County Board Meeting at 10:30 a.m. for a closed meeting to discuss the possible acquisition of the Jungclaus building in the City of Glencoe.
Shimanski/Wright motion carried unanimously to recess the closed meeting and re-open the regular County Board meeting at 11:45 a.m.
Wright/Pohlmeier motion carried unanimously to recess at until 9:00 a.m. on August 21, 2018 at the Glencoe City Center.
