Commissioners Joe Nagel, Rich Pohlmeier, Doug Krueger, Paul Wright and Ron Shimanski were present.
Pohlmeier moved, Shimanski seconded, and motion carried unanimously to approve the agenda.
Commissioner Nagel removed Item I: Approve Delegation Agreement and Exhibits A through M by and between the Meeker, McLeod, Sibley Community Health Board and McLeod County. The Meeker, McLeod, Sibley Community Health Board approved the Delegation Agreement and Exhibits A through M on September 17, 2018 from the consent agenda to be tabled until October 16, 2018 County Board meeting.
Krueger moved, Wright seconded, and motion carried unanimously to approve the remaining items of the consent agenda including: September 18, 2018 County Board Meeting Minutes; September 25, 2018 County Board Meeting Minutes; September 21, 2018 Auditor's Warrants; September 24, 2018 Auditor’s Warrants; September 26, 2018 Auditor’s Warrants; Approve the Resolution 18-CB-25 to adopt and implement the North Fork Crow River Comprehensive Watershed Management Plan (1 Water 1 Plan (1W1P)); Approve Remote Access Agreement with Gavin, Donley & Ostlund LTD (Glencoe, Minnesota) law firm due to name change from Gavin, Winters, Twiss, Thiemann & Long, LTD. The County Attorney’s office has previously approved the main content of this form to allow members from the law firm to remotely connect to McLeod County’s network to obtain information related to cases. The updated signed contract is for name change purposes only, the contract has not changed; Approve renewal of a preventative maintenance agreement with Otis Elevator Company (St. Cloud, Minnesota) for a three (3) year contract beginning November 1, 2018 for a cost of $497.00 per month, payable quarterly with funds coming from the Courthouse Budget (01-111).
Shimanski moved, Krueger seconded, and motion carried unanimously to approve the payment of bills from the General Revenue Fund, totaling $35,000.00.
Krueger moved, Shimanski seconded, and motion carried to approve the redetermination of drainage benefits and damages on County Ditch #13 as the drainage authority determined that the original benefits or damages do not reflect reasonable present day land values.
Krueger moved, Shimanski seconded, and motion carried unanimously to approve the Viewers to redetermine benefits and damages to include: Ron Ringquist (Redwood Falls, Minnesota), John Dotolo (Scandia, Minnesota), Brad Wick (Hutchinson, Minnesota), Allen Kerber (Arlington, Minnesota), and Joe Jacobs (Minnetonka, Minnesota) who have all worked as Viewers in McLeod County.
Shimanski moved, Pohlmeier seconded, and motion carried unanimously the approval to hire Erickson Engineering (Eden Prairie, Minnesota) for construction observation of bridge R0780 on Dakota Rail Trail over Otter Creek. The project is cost based on an hourly rate with a total cost no-to-exceed $22,594.00 with funding coming from a Legacy Grant.
Nagel moved, Shimanski seconded, and motion carried unanimously to approve Resolution 18-RB04-24 for transferring $1,000,000.00 of State Aid Municipal construction funds to the State Aid Regular construction account.
Pohlmeier moved, Wright seconded, and motion carried unanimously to approve out of state travel for County Engineer/Public Works Director John Brunkhorst for out of state travel to attend the American Concrete Pavement Association’s (ACPA) Concrete Pavement University and Award banquet November 27-29, 2018 in Fort Lauderdale, Florida with funding coming from the Highway Administration Account (03-330).
Wright moved, Krueger seconded, and motion carried to approve the proclamation to recognize October 7-13, 2018 as National 4-H Week in McLeod County.
Shimanski moved, Krueger seconded, and motion carried to deny the request for an extension of personal leave for a part-time employee.
Wright moved, Pohlmeier seconded, and motion carried unanimously to recess at 10:08 a.m. until the next McLeod County Board meeting to be held on October 16, 2018 at 9:00 a.m. in the Glencoe City Center ballroom, located at 1107 11th St, Glencoe, Minnesota.
