Commissioners Joe Nagel, Rich Pohlmeier, Doug Krueger, Ron Shimanski and Paul Wright were present.
Krueger moved, Shimanski seconded, and motion carried unanimously to approve the consent agenda items including: November 20, 2018 County Board Meeting Minutes; November 16, 2018 Auditor's Warrants; November 21, 2018 Auditor’s Warrants; November 30, 2018 Auditor’s Warrants; Approve renewal of Southwest Metro Drug Task Force 2019 Joint Powers Agreement. This is an annual agreement between McLeod County and the Southwest Metro Drug Task Force in which yearly dues of $8,400.00 come from the Sheriff’s Office budget (01-201); Approve the Sale of Cigarette and other Tobacco Products License for Big Don’s Cathedral Inc. (Lester Prairie, Minnesota) from January 1, 2019 through December 31, 2019; Approve the Sale of Cigarette and other Tobacco Products License for Dollar General Store # 16835 (Silver Lake, Minnesota) from January 1, 2019 through December 31, 2019; Approve the Sale of Cigarette and other Tobacco Products License for Krausers Dodge House (Lester Prairie, Minnesota) from January 1, 2019 through December 31, 2019; Approve the Sale of Cigarette and other Tobacco Products License for Casey’s General Store #3505 (Stewart, Minnesota) from January 1, 2019 through December 31, 2019; Approve the Sale of Cigarette and other Tobacco Products License for Casey’s General Store #3474 (Lester Prairie, Minnesota) from January 1, 2019 through December 31, 2019; Approve Off Sale, On Sale, and Sunday Liquor License for Crow River Winery (Hutchinson, Minnesota) from January 1, 2019 through December 31, 2019; Approve Non-Intoxicating On Sale 3.2% Malt Liquor License (restricted to club activities) for Gopher Campfire Club (Hutchinson, Minnesota) from January 1, 2019 through December 31, 2019; Approve Non-Intoxicating On Sale 3.2% Liquor License for Major Ave Hunt Club (Glencoe, Minnesota) from January 1, 2019 through December 31, 2019; Approve renewal of On Sale & Sunday Liquor License for Brownton Rod & Gun Club (Brownton, Minnesota) from January 1, 2019 through December 31, 201; Approve renewal of Off Sale, On Sale & Sunday Liquor Licenses for Lake Marion Supper Club (Brownton, Minnesota) from January 1, 2019 through December 31, 2019; Approve annual renewal of contract for services from January 1, 2019 through December 31, 2019 between McLeod County and Central Minnesota Jobs and Training Services (CMJTS) for contracted Employment and Training Services for the Minnesota Family Investment Program (MFIP) and Diversionary Work Program (DWP). This is the remainder of the annual MFIP Consolidated Fund, an allocation of State and Federal moneys; Approve annual renewal of contract for services from January 1, 2019 through December 31, 2019 between McLeod County (Social Services) and ACC Midwest Transportation for Non-Emergency Medical Assistance Transportation (NEMT). Approved associated costs are 100% reimbursed by Medical Assistance through the Minnesota Department of Human Services; Approve annual renewal of contract for services from January 1, 2019 through December 31, 2019 between McLeod Social Service Center and Independent Contractor Jeanne M. Fritz for clinical supervision to mental health case managers; Approve annual renewal of contract for services from January 1, 2019 through December 31, 2019 between McLeod County Social Services and Independent Contract Richard Decker for clinical supervision to mental health case managers; Approve annual renewal of contract for services from January 1, 2019 through December 31, 2019 between McLeod County (Social Services) and Hutchinson Health for Outpatient Mental Health Services; Approve annual renewal of contract for services from January 1, 2019 through December 31, 2019 between McLeod County (Social Services) and Hutchinson Health for Hold Orders. This agreement is for $1,586.00 per day per diem rate while the covered patient is held involuntarily by the contractor; Approve renewal of Department of Human Services County Grant Contract to accept funding for a two (2) year contract valid from January 1, 2019 through December 31, 2020 to provide services between McLeod County (Social Services) and the Minnesota Department of Human Services for Adult Mental Health Grant funding of up to $223,360.00. After the initial payment of $27,920.00, quarterly reimbursements will be requested based on expenditures submitted, to reimburse staff salaries for Community Support Program services of non-insured clients; Approve renewal of Memorandum of Agreement (MOA), a three (3) agreement from January 1, 2019 through December 31, 2021 between McLeod County and the University of Minnesota by which McLeod County provides local support for University of Minnesota employment positions. These positions included have not changed from the 2016-2018 agreement: 1.0 full-time equivalent 4-H Program Coordinator and 0.75 full time equivalent Extension Educator. These positions are included in the 2019 Extension budget. The annual cost-of-living increases (2.2% in 2019, 2% in 2020 and 2021) were approved by the Association of Minnesota Counties. The Extension Committee supports this MOA and recommended it be brought to the County Board for approval and signature.
Shimanski moved, Pohlmeier seconded, and motion carried unanimously to approve payment of bills totaling $82,279.09.
Shimanski moved, Krueger seconded, and motion carried to award Project #2018-052 on County Ditch #32 to Wuetherich Excavating (Norwood Young America, Minnesota) for a cost of $9,687.00 with funding coming from the County Ditch #32 account (20-642).
Wright moved, Pohlmeier seconded, and motion carried to award Project #2018-054 on County Ditch #35 to Wuetherich Excavating (Norwood Young America, Minnesota) for a cost of $4,250.00 with funds coming from the County Ditch #35 account (20-642).
Krueger moved, Wright seconded, and motion carried unanimously to approve a Purchase Agreement with David and Lori Schiroo for property located at 1210 Morningside Drive North for $350,000.00.
Krueger moved, Wright seconded, and motion carried unanimously to approve a Purchase Agreement with Greg and Deb Copas for property located at 1214 Morningside Drive North for $300,000.00.
Shimanski moved, Krueger seconded, and motion carried unanimously to appoint additional viewer, Joe Jacobs (Minnetonka, Minnesota) on County Ditch #5 drainage system.
Pohlmeier moved, Wright seconded, and motion carried unanimously to appoint additional viewer, Joe Jacobs (Minnetonka, Minnesota) on County Ditch #15A drainage system.
Shimanski moved, Pohlmeier seconded, and motion carried unanimously to appoint additional viewer, Joe Jacobs (Minnetonka, Minnesota) on County Ditch #29 drainage system.
Wright moved, Krueger seconded, and motion carried unanimously to award the replacement of carpet within the Attorney’s Office to Fashion Interiors (Glencoe, Minnesota) at a cost of $15,376.00 with funds coming from the County Buildings Major Repair account (01-115).
Krueger moved, Shimanski seconded, and motion carried unanimously to approve the Grace Period for the 2019 Flexible Reimbursement Plans to allow for claims to be incurred through March 15, 2020.
Nagel moved, Pohlmeier seconded and motion carried unanimously to approve a closed meeting following the County Board meeting on December 18, 2018 to conduct County Administrator Cindy Ford’s annual performance review.
Wright moved, Pohlmeier seconded, and motion carried unanimously to set the 2019 non-union salary increase at 3% for all full-time and part-time employees including Sheriff Posse, Veteran Van Drivers, returning seasonal part-time (67 shifts), who are not at the salary range maximum.
Wright moved, Nagel seconded, and motion carried unanimously to table the adoption of Resolution 18-CB-30 to set the 2019 Commissioner, per diem, and mileage reimbursement rate until elected official’s salaries are finalized.
Nagel moved, Shimanski seconded, and motion carried unanimously to approve the finalization of the Trailblazer Joint Powers Agreement.
Wright moved, Krueger seconded, and motion carried unanimously to adopt Resolution 18-CB-31 authorizing issuance, awarding sale, prescribing the form and details and providing for payment of General Obligation Bonds, Series 2018.
Shimanski moved, Wright seconded, and motion carried unanimously at 5:26 p.m. to recess the County Board meeting. The next County Board meeting will be held on December 18, 2018 at 9:00 a.m. in the Glencoe City Center Ballroom at 1107 11th St E, Glencoe, Minnesota.
The Truth in Taxation Public meeting was called to order by Commissioner Joe Nagel at 6:00 p.m.
Pohlmeier moved, Wright seconded, and motion carried unanimously to close the Truth in Taxation meeting at 7:09 p.m.
