DECEMBER 27, 2018

CALL TO ORDER

The regular meeting of the McLeod County Board of Commissioners was called to order at 9:00 a.m. by Board Chair Joe Nagel at the Hutchinson Area Transportation Facility. Commissioners Shimanski, Pohlmeier, Wright, and Krueger were present. County Administrator Cindy Ford, HR Generalist Donna Rickeman, and County Attorney Michael Junge were also present.

CONSIDERATION OF AGENDA ITEMS

A. Add under Administration item H: Consider approval to temporarily increase hours for a ½-time Child Support Officer from 20 hours per week, up to 28 hours per week, through March 2019.

Krueger moved, Pohlmeier seconded, and motion carried unanimously to approve the agenda as revised.

CONSENT AGENDA

A. December 18, 2018 County Board Meeting Minutes.
B. December 19, 2018 Auditor’s Warrants.
C. Approve Memorandum of Agreement with LELS Non-Licensed Sergeants for health insurance addendum to reopen the collective bargaining agreement to negotiate the amount of the employer contribution for health insurance for 2019.
D. Approve Memorandum of Agreement with LELS Licensed Sergeants for health insurance addendum to reopen the collective bargaining agreement to negotiate the amount of the employer contribution for health insurance for 2019.
E. Approve Memorandum of Agreement with MNPEA Deputy Unit for health insurance addendum to reopen the collective bargaining agreement to negotiate the amount of the employer contribution for health insurance for 2019.
F. Approve Memorandum of Agreement with MNPEA Communication/Corrections Unit for health insurance addendum to reopen the collective bargaining agreement to negotiate the amount of the employer contribution for health insurance for 2019.

I. Approve Memorandum of Agreement with AFSCME for health insurance addendum to reopen the collective bargaining agreement to negotiate the amount of the employer contribution for health insurance for 2019.
J. Approve renewal of 2019 Acceptance of McLeod County (Social Services) Award through Children’s Mental Health Screening Grant for 2019 of $50,403.00 for a Child Welfare allocation of $32,559.00 and Juvenile Justice (Corrections) of $17,845.00.
K. Approve renewal of 2019 contract for services between McLeod County (Social Services) and Seneca Searches/Family Finder for mandated relative searches for child welfare purposes.
L. Approve final acceptance and payment of $9,593.44 to Alliance Building Corporation (Sauk Rapids, Minnesota) for the Pavilion project at the McLeod County Fairgrounds. The Pavilion has been completed satisfactory by Alliance Building Corporation and payment is recommended by McLeod County Public Works. The final payment includes the Contractor covering the cost of the special inspections needed from Braun Intertec (Minneapolis, Minnesota).

Shimanski moved, Wright seconded, and motion carried unanimously to approve the consent agenda.

PAYMENT OF BILLS - COMMISSIONER WARRANT LIST

County Ditch Fund $31,982.50

Shimanski moved, Krueger seconded, and motion carried unanimously to approve the payment of bills totaling $31,982.50.

COUNTY ADMINISTRATION

• The Commissioner’s calendars were reviewed and reports were provided on committee meetings attended since December 18, 2018.

A. Notification of Kick off Meeting with Architect on Wednesday, January 2, 2019 at 10:30 a.m. at the McLeod County Courthouse.

B. Reminder notification of swearing in of the elected officials on January 8, 2019 at 8:00 a.m. prior to the County Board meeting at the Glencoe City Center.

C. Notification of upcoming McLeod County Workshop to be held on January 8, 2019 following the County Board meeting at the Glencoe City Center.

D. Consider approval of the 2019 Final Property Tax Levy and Budget in the amount of $22,614,592 which would be a 7.1% increase over 2018.

Wright moved, Nagel seconded, and motion carried unanimously to approve the 2019 Final Property Tax Levy and Budget in the amount of $22,614,592.

E. Consider setting the Elected Officials salaries.

COUNTY ATTORNEY
Pohlmeier moved, Wright seconded, and motion carried unanimously to set the 2019 salary pursuant to Minnesota Statute 388.18 for County Attorney Michael Junge in the amount of $121,970 based upon the responsibilities and duties of the office and taking into account the experience, qualifications, and performance of the incumbent.

COUNTY AUDITOR-TREASURER
Shimanski moved, Krueger seconded, and motion carried unanimously to set the 2019 salary pursuant to Minnesota Statute 384.151 Auditor-Treasurer Connie Kurtzweg in the amount of $85,000 based upon the responsibilities and duties of the office and taking into account the experience, qualifications, and performance of the incumbent.

COUNTY SHERIFF
Wright moved, Pohlmeier seconded, and motion carried unanimously to set the 2019 salary pursuant to Minnesota Statute 387.20 for County Sheriff Scott Rehmann in the amount $93,072 of based upon the responsibilities and duties of the office and taking into account the experience, qualifications, and performance of the incumbent.

COUNTY RECORDER
Shimanski moved, Krueger seconded, and motion carried unanimously to set the 2019 salary pursuant to Minnesota Statute 386.015 for County Recorder Lynn Ette Schrupp in the amount of $79,606 based upon the responsibilities and duties of the office and taking into account the experience, qualifications, and performance of the incumbent.

F. Consider approval to adopt Resolution 18-CB-30 to set the 2019 Commissioner Salary, per diem, and mileage reimbursement rate.

Resolution 18-CB-30
ESTABLISH SALARY, SCHEDULE OF PER DIEM PAYMENTS AND EXPENSE ALLOWANCES FOR COMMISSIONERS
WHEREAS, Chapter 375.055 provides for a method of determining county commissioners' compensation, per diem and reimbursement for necessary expenses; and,

WHEREAS, the resolution establishing the salary, schedule of per diem payments and reimbursement for necessary expenses must be adopted by the County Board of Commissioners prior to January 1 of each year to become effective on January 1 of the next following year; and,

WHEREAS, the Board of Commissioners of McLeod County, after due deliberation and consideration, has determined the annual salary, schedule of per diem payments and reimbursement for necessary expenses that will be effective January 1, 2019, and thereafter until changed by resolution of the said Board in a manner as provided by law.

NOW, THEREFORE, BE IT RESOLVED, by the County Board of Commissioners of McLeod County as follows:
a) That the annual salary of each County Commissioner of McLeod County shall be the sum of $30,233 beginning January 1, 2019, payable in not less than monthly increments, less deductions as authorized or required by law, and shall be paid to such Commissioner during the interval as he or she is qualified to hold office.
b) That each individual County Commissioner shall be paid a per diem of $125 per full day and $75 per half day and/or evening consisting of four hours or less to be paid to the Commissioners making application, who by proper designation and authorization from the County Board, as required by law, serves on any board, committee or commission of county government.
c) That in addition to the salary and per diems set forth herein, each individual County Commissioner may be paid his or her actual and necessary expenses with mileage allowance of $0.35 per mile for necessary travel on official business of the county by private conveyance.

Wright moved, Krueger seconded, and motion carried unanimously to adopt Resolution 18-CB-30.

G. Consider approval to waive Public Works uncollected bills year end December 31, 2018.

Shimanski moved, Wright seconded, and motion carried unanimously to waive Public Works uncollected bills year end December 31, 2018 of $1,544.92.

H. Consider approval to temporarily increase hours for a ½-time Child Support Officer from 20 hours per week, up to 28 hours per week, through March 2019. This will help employee learn all duties and responsibilities of that position and also assist the unit overall caseload at this time.

Shimanski moved, Pohlmeier seconded, and motion carried unanimously to increase hours for a ½-time Child Support Officer from 20 hours per week, up to 28 hours per week, through March 2019.

Pohlmeier moved, Wright seconded, and motion carried unanimously to recess at 9:20 a.m. until 9:00 a.m. January 8, 2019 at the Glencoe City Center.
