Commissioners Nagel, Pohlmeier, Krueger, Shimanski and Wright were present.
Krueger moved, Wright seconded, and motion carried unanimously to approve the agenda.
Shimanski moved, Pohlmeier seconded, and motion carried unanimously to approve the consent agenda. Items included (a) February 19, 2019 County Board Meeting Minutes (b) February 15, 2019 Auditor’s Warrants (c) February 22, 2019 Auditor’s Warrants (d) On Sale Sunday Liquor, Wine, Club or 3.2% Licenses for Shadowbrooke Golf Course Inc. (Lester Prairie, Minnesota) from March 5, 2019 through December 31, 2019 (e) three day temporary On Sale liquor license permit application for Winstock Country Music Festival for their event to be held June 13-14-15, 2019 at 230th St., Winsted, Minnesota (f) renewal of Precious Metal Dealer License for Security Coin & Pawn Shop, Inc. (Hutchinson, Minnesota) from March 5, 2019 through February 29, 2020 (g) a 1.25 Acre 1-Lot Sketch Plan as requested by Michael Cacka (h) resolution 19-CB-15 Operational Enhancement Grant Program along with corresponding Grant Agreement in the amount of $10,000.00 to be used for unbudgeted veteran outreach (i) Conditional Use Permit Application 19-02 by Wm. Mueller & Sons, Inc. for the continuation of mining and hauling minerals out of an existing gravel pit originally opened in 1987. The Planning Advisory Committee unanimously recommended approval at their February 27, 2019 meeting with the following conditions: 1. Applicant shall submit a bond or letter of credit to McLeod County Environmental Services by April 1, 2019 in the amount of $15,000.00. 2. Hours of operation are Monday – Friday 6:30 a.m. – 7:00 p.m. Saturdays are upon request from 6:30 a.m. to 12:00 p.m. with a 24-hour notice to the Environmental Services Office. 3. Applicant shall keep a current Department of Natural Resources dewatering permit and meet all the state National Pollutant Discharge Elimination System (NPDES) requirements. 4. Applicant shall restore pit area to an 8:1 back slope for farming. 5. McLeod County Environmental Services shall inspect all restoration work completed and approve with letter acknowledging completion to release bond or letter of credit back to applicant. 6. Applicant shall follow all mining standards contained in Section 16 of the McLeod County Zoning Ordinance (j) approval of 2019 Winstock Country Music Festival “Application for Licenses to Permit Large Assemblies in McLeod County” (k) renew contract agreement for the “Foster Care Student Transportation Pilot” program for school years 2019 and 2020.
Nagel moved, Pohlmeier seconded and motion carried unanimously to approve the purchase of equipment needed to implement weapons screening at the courthouse from Rapiscan Systems, Inc. for total price of $26,473.25 with funding coming from the 2019 Sheriff’s Department Budget (01-201).
Krueger moved, Shimanski seconded, and motion carried unanimously to enter into an agreement with Morrison County (Social Services) and McLeod County (Social Services) to utilize their File Transfer Protocol (FTP).
Wright moved, Pohlmeier seconded, and motion carried unanimously to hire SRF Consulting Group, Inc. (Minneapolis, Minnesota) to perform Phase 1 of the Northeast Ring Road Alternatives Study, cost based on hourly rates and data costs, not to exceed $22,194.00 with funding coming from the 2019 Public Works Budget (03-320).
Krueger moved, Shimanski seconded, and motion carried unanimously to trade-in a twelve (12) year old Landpride 11 foot mower and purchase a Landpride tri-deck mower from Arnold’s (Glencoe, Minnesota) for a total of $9,250.00 plus tax out of the 2019 Parks Budget (01-520).
Krueger moved, Shimanski seconded and motion carried unanimously to approve of Mining Conditional Use Permit application 19-01 by Wm. Mueller & Sons to continue mining and hauling minerals out of a gravel pit originally opened in 1985. The Conditional Use Permit shall have the following conditions: 1. Applicant shall submit a bond or letter of credit to McLeod County Environmental Services by April 1, 2019 in the amount of $15,000.00. 2. Hours of operation are Monday – Friday 6:30 a.m. – 6:30 p.m. Saturdays are upon request from 6:30 a.m. to 12:00 p.m. with a 24-hour notice to the Environmental Services Office. 3. Applicant shall keep a current Department of Natural Resources dewatering permit and meet all state National Pollutant Discharge Elimination System (NPDES) requirements. 4. Applicant shall restore pit areas to a 4:1 back slope for non-farming wildlife restoration. 5. McLeod County Environmental Services shall inspect all restoration work completed and approve with letter acknowledging completion to release bond or letter of credit back to applicant. 6. Applicant shall follow all mining standards contained in Section 16 of the McLeod County Zoning Ordinance.
Pohlmeier moved, Wright seconded, and motion carried unanimously to approve Resolution 19-CB-14, appointment of staff to the Mitigation Task Force Emergency Management Committee.
Wright moved, Pohlmeier seconded, and motion carried unanimously to adjourn at 9:25 a.m. until March 19, 2019 at the Glencoe City Center.
