Commissioners Nagel, Pohlmeier, Krueger, Shimanski and Wright were present.
Interim Administrator, Sheila Murphy, requested to add Item B under Public Works: Consider approval to hire Braun Intertec (Saint Cloud, Minnesota) to perform bituminous testing and plant monitoring services on the following reconstruction and rehabilitation projects for an estimated cost of $12,984.00 with funds from the 2019 Highway Construction Budget (03-320): (1) SAP 43-615-014; (2) SAP 43-615-015; (3) SAP 43-603-030; (4) SAP 43-603-031. Pohlmeier moved, Wright seconded and motion carried unanimously to approve the agenda as revised.
Shimanski moved, Pohlmeier seconded and motion carried unanimously to approve the consent agenda. Consent agenda items included: (a) June 04, 2019 County Board Meeting Minutes; (b) May 31, 2019 Auditor’s Warrants; (c) June 04, 2019 Auditor’s Warrants; (d) June 07, 2019 Auditor’s Warrants; (e) Approval of a one (1) year renewal of CommVault software standard support agreement from Xigent Solutions (Plymout, Minnesota) for a cost of $19,323.36 with funds form the 2019 Information Technology Budget. (f) Approval of a one (1) year renewal agreement for ESRI ArcGIS software maintenance from ESRI (Redlands, California) for a cost of $10,504.00 with funds from the 2019 Information Technology Budget (01-065).
Shimanski moved, Krueger seconded and motion carried unanimously to approve the payment of bills totaling $127,927.92.
Krueger moved, Wright seconded and motion carried unanimously to award the following projects to Knife River Corporation – North Central (Sauk Rapids, Minnesota), contingent upon Minnesota Department of Transportation (MnDOT) state/federal approvals, for a cost of $1,720,082.20 with funds from the 2019 Highway Construction Budget (03-320): (a) SP 43-608-013 rehabilitation project on McLeod County State Aid Highway 8; (b) SP 065-620-012 and SP 065-0360-001, rehabilitation projects on Renville County State Aid Highway 20 and County State Aid Highway 36.
Barbara Chaffee, Chief Executive of Central Minnesota Jobs and Training Services, Inc. (CMJTS) gave a 2019 annual presentation to the County Board. Highlights of the presentation noted that CMJTS is celebrating its 35th year of service and its eight year of a “clean audit”. Mel Schroeder, Youth Employment Specialist, and Kate Lamson, a nursing student, gave personal testimony of Kate’s experiences and success with CMJTS.
Pat Vos and Bryan Paulsen reviewed the current architectural drawings for the McLeod County Government Center, which are approximately four weeks from Construction Document completion. Sam Lauer briefly summarized upcoming milestones of the construction schedule, which included an anticipated return to the County Board to request approval to proceed with advertising bidding on July 02, 2019 and requesting approval of bids on August 20, 2019.
Krueger moved, Pohlmeier seconded and motion passed unanimously to table Court Administration Item A until July 16, 2019.
Shimanski moved, Wright seconded and motion carried unanimously to approve Resolution 19-CB-29.
Krueger moved, Pohlmeier seconded and motion carried unanimously to authorize Connie M. Kurtzweg, McLeod County Auditor-Treasurer, to execute the Grant Agreement and Liability Release on behalf of McLeod County.
Shimanski moved, Pohlmeier seconded and motion carried unanimously to approve an extension of personal leave for a full-time employee who was granted a thirty (30) day personal leave from June 01, 2019 through June 30, 2019. Employee leave will be extended for July 01, 2019 through July 31, 2019 for a health issue.
Interim County Administrator, Sheila Murphy, notified the Board that the Health and Human Services Director position has been accepted by Julie Erickson. Ms. Erickson will begin in this position starting July 08, 2019.
Shimanski moved, Pohlmeier seconded and motion carried unanimously to recess at 5:38 p.m. until July 02, 2019 and 9:00 a.m. at the Glencoe City Center (1107 11th Street E, Glencoe, Minnesota).
