Commissioners Nagel, Pohlmeier, Krueger, Shimanski and Wright were present.
Sheriff Rehmann requested to add item H under Administration to the agenda, to consider approving a request by the Sheriff’s office to purchase refreshments for an upcoming training session. Krueger moved, Pohlmeier seconded and motion carried unanimously to approve the agenda as revised.
Pohlmeier moved, Wright seconded and motion carried unanimously to approve the consent agenda.
Shimanski moved, Krueger seconded and motion carried unanimously to approve the payment of bills totaling $86,986.73.
Wright moved, Krueger seconded and motion carried unanimously to approve Resolution 19-CB-33.
Shimanski moved, Pohlmeier seconded and motion carried unanimously to approve Conditional Use Permit by ReneSola Power Holdings, LLC (Stanford, Connecticut) for the Essential Services for electrical generation through solar energy of a 1-megawatt community solar garden array system interconnected to an Xcel Energy sub-station on property owned by Charmaine E. Picha with the recommended conditions from the McLeod County Planning Commission.
Pohlmeier moved, Wright seconded and motion carried unanimously to approve Conditional Use Permit by ReneSola Power Holdings, LLC (Stanford, Connecticut) for the Essential Services for electrical generation through solar energy of a 1-megawatt community solar garden array system inter-connected to an Xcel Energy sub-station on property owned by Dennis and Roberta Lilienthal with the recommended conditions from the McLeod County Planning Commission.
Pohlmeier moved, Shimanski seconded and motion carried unanimously to approve Conditional use Permit 19-09 by Cindy Novak-Ardolf, property owner and Nicholas Buytaert, Business Partner, for the purpose of an indoor dog kennel for boarding purposes in an existing accessory structure with outdoor runs and a dog park exercise area with the recommended conditions from the Planning Advisory Committee.
Wright moved, Krueger seconded and motion carried unanimously to table the consideration of a Professional Service Agreement with Dr. Tricia Aiken (Shakopee, Minnesota) until the next Board Meeting, August 6, 2019.
Krueger moved, Wright seconded and motion carried unanimously to allow Contegrity Group (Little Falls, Minnesota) to proceed with Advertisement of Bids for the McLeod County Government Center project.
Nagel moved, Shimanski seconded and motion passed 4-1 to approve an amendment to contract from Evergreen Land Services (Richfield, Minnesota) for Right of Way acquisition work associated with SP 43-615-13, County State Aid Highway 15 (Morningside) project in Glencoe, for an amount not to exceed $28,028.80 with funds from the 2019 Highway Construction Budget (03-320). Roll Call: Pohlmeier – Aye; Wright – Aye; Nagel – Aye; Shimanski – Aye; Krueger – Nay.
Wright moved, Krueger seconded and motion carried unanimously to reappoint Kevin Miller to the High Island Watershed Board of Managers.
Interim County Administrator Sheila Murphy, provided the following update of the structures that were advertised for bid to the public: (a) 607 DeSoto Avenue, Glencoe, Minnesota (home) did not sell. Will be demolished during construction of the McLeod County Government Center.; (b) 607 DeSoto Avenue, Glencoe, Minnesota (garage) Did not sell. Will be demolished during construction of the McLeod County Government Center; (c) 611 DeSoto Avenue, Glencoe, Minnesota (home) Did not sell. Will be demolished during construction of the McLeod County Government Center; (d) 611 DeSoto Avenue, Glencoe, Minnesota (garage) sold for $1,000.00 to Jorge and Cynthia Ruiz to be relocated to 720 Baxter Avenue North, Glencoe, Minnesota); (3) 631 DeSoto Avenue, Glencoe, Minnesota (home) did not sell. Will be demolished during construction of the McLeod County Government Center; (f) 631 DeSoto Avenue, Glencoe, Minnesota (garage) sold for $100.00 to Milan Gores to be relocated to 7708 – 155th Street, Glencoe, Minnesota. (g) 520 Chandler Avenue, Glencoe, Minnesota (shed) sold for $2,000.00 to Milan Gores to be relocated to 7708 – 155th Street, Glencoe, Minnesota; (h) 1214 Morningside Avenue, Glencoe, Minnesota sold for $100.00 to Christopher and Amy Lieske to be relocated to 34100 – 300th Street, Henderson Minnesota; (i) 1210 Morningside Avenue, Glencoe, Minnesota did not sell. Removal to be handled by Public Works in conjunction with the Morningside Project.
Shimanski moved, Wright seconded and motion carried unanimously to approve the Personnel Committee recommendation for a temporary increase in hours for a Health Educator from sixty-four (64) hours per pay period with flexibility to work up to eighty (80) hours per pay period between the months of July and September 2019.
Pohlmeier moved, Wright seconded and motion carried unanimously to table the Personnel Committee recommendation for a temporary reduction in hours for a Public Health Nurse and Women Infants and Children (WIC) Coordinator from eighty (80) hours per pay period to sixty-four (64) hours per pay period for a temporary education leave beginning September 2019, to allow the Personnel Committee time to reevaluate the needs of the position.
Shimanski moved, Pohlmeier seconded and motion carried unanimously to approve payment of $158,790.00 to McLeod Sibley Trailblazer Joint Health Insurance Pool to cover the short fall in the pool with funds from the Health Insurance Liability Account General Fund.
Wright moved, Pohlmeier seconded and motion carried unanimously to approve the McLeod County Sheriff’s office purchase of refreshments for a free training event for an amount not to exceed $200.00.
Pohlmeier moved, Shimanski seconded and motion carried unanimously to recess at 10:08 a.m. until 9:00 a.m. August 06, 2019 at the Glencoe City Center Ballroom (1107 11th Street East, Glencoe, Minnesota).
