Commissioners Nagel, Wright, Krueger, Schmalz and Luthens were present.
Nagel moved, Luthens seconded and motion carried unanimously to approve the agenda.
Wright moved, Luthens seconded and motion carried unanimously to approve the consent agenda. Consent Agenda items included: (a) September 20, 2021 County Board Meeting Minutes. (b) September 17, 2021 Auditor’s Warrants. (c) September 24, 2021 Auditor’s Warrants. (d) Award the McLeod County snow removal contract for Glencoe facilities to Neubarth Lawn Care & Landscaping (Glencoe, Minnesota) with funds from the Courthouse Building and Government Center Building budgets (01-111 and 01-113). (e) Approve 1-Lot Preliminary Plat 21-07 request by Alan and Patricia Fleischacker, to be known as “Fleischacker Addition” to create one additional buildable lot north of their existing building site, located in the Southeast Quarter of the Northeast Quarter of Section 16, Winsted Township (f) Approve Conditional Use Permit 21-20 request by Cindy Novak Ardolf and Nicholas Buytaert to increase the number of dogs allowed in an existing kennel, known as Back Forty Kennel, LLC, (Conditional Use Permit 19-09) from 25 (17 overnight) to 50 (45 overnight), with conditions (g)
Approve Conditional Use Permit 21-17 by applicants Don and Tim Engelmann, requesting a change in use of three (3) structures located on an existing parcel in which the use will change from an agriculture accessory use to that of a non- agricultural primary use for the purpose of storage (Boats, RVs, ATVs), with the following condition: (a) Hours of operation will be by appointment only. This rural building site was a former dairy operation and is located in Section 2 of Helen Township. The City of Plato had no issues. The Helen Township Board unanimously approved of this request at their September 09, 2021 regular meeting. The Planning Advisory Commission unanimously recommended approval at their September 22, 2021 public hearing with the following condition: (a) Hours of operation will be by appointment only.
H. Approve Conditional Use Permit 21-18 request by Dea Loncorich to construct an accessory building to be greater than 2,400 square feet (46’ x 72’) on a parcel that is less than ten (10) acres to be used for personal storage, with the following condition: (a) Structure will be used for personal use only. (i) Approve Conditional Use Permit 21-19 request by Sheldon Mathews, representing property owners Jon and Mandi Amaral, to construct an accessory building (24’ x 36’) in a front yard of an “A” Agricultural zoned platted parcel described as 3.5 acres – Lot-1 Block-1, Diamond Pond, Section 8 in Helen Township (j) Approve Change Order 2 to Rickert Excavating (Glencoe, Minnesota) for $13,965.38 for culvert changes under County State Aid Highway (CSAH) 18 on the CD 63 Repair Project.
Wright moved, Luthens seconded and motion carried unanimously to adopt resolution 21-CB-30.
Nagel moved, Schmalz seconded and motion carried unanimously to open the public hearing at 9:44 a.m. Nagel moved, Wright seconded and motion carried unanimously to adopt Resolution 21-CB-28. Wright moved, Luthens seconded and motion carried unanimously to set the 2022 Drainage Assessment Interest Payable on Loans from the General Fund at three percent (3%). Wright moved, and Nagel seconded to approve a quote from Duininck, Inc. (Prinsburg, Minnesota) to perform a bituminous maintenance overlay on portions of County Road 115 (Airport Road) between County Road 7 and Trunk Highway 22 south of Hutchinson for an estimated fee of $124,386.48 with funds from the Highway Construction budget (03-320). Wright amended his motion to approve a quote from Duininck, Inc. (Prinsburg, Minnesota) to perform a bituminous maintenance overlay on portions of County Road 115 (Airport Road) between County Road 7 and Trunk Highway 22 south of Hutchinson for not-to-exceed fee of $150,000.00 with funds from the Highway Construction budget (03-320). Nagel agreed. The amended motion passed 4-1. Roll Call: Luthens – yes; Wright – yes; Krueger – yes; Nagel – yes; Schmalz – no. Wright moved, Nagel seconded and motion carried unanimously to approve a quote from AAA Striping (Saint Michael, Minnesota) to perform pavement marking on County Road 115 for a not-to-exceed fee of $22,000.00 with funds from the Highway Construction budget (03-320).
Wright moved, Nagel seconded and motion carried unanimously to approve the Budget Committee recommendation for 2022 non-union health insurance employer contribution of $728.69 toward single coverage, $1,093.04 toward employee plus children coverage, $1,093.04 toward employee plus spouse coverage, and $1,457.38 toward family contribution; $235.13 for eligible employees who choose the opt-out option for coverage. Nagel moved, Schmalz seconded and motion carried unanimously to approve the Budget Committee’s recommendations for the 2022 non-union employer-sponsored health insurance Health Savings Account (HSA) plan participant matching contribution of $1,200.00 (average of up to $100.00/month) maximum dollar-for-dollar for single plan participants, $1,800.00 maximum dollar-for-dollar for other eligible HSA tiers (employee plus children, employee plus spouse, and family coverages). Nagel moved, Schmalz seconded and motion carried unanimously to recess at 10:42 a.m. until the next County Board Meeting on October 19, 2021 at 9:00 a.m. at the McLeod County Government Center,520 Chandler Avenue North, Glencoe, Minnesota.
