School Board discusses fund balance, parking lot, possible levy referendum

On Monday, April 9, the Glencoe-Silver Lake (GSL) School Board convened to have first discussions on meeting the district’s 20 percent fund balance policy, the possibility of abatement bonds specifically for parking lot reconstruction, and the operating levy referendum
The meeting started with audial technical issues, and board members agreed there’s no room in the budget for a new sound system. Though a comical gesture, it was a suitable precursor for the conversations that followed.
In looking at the preliminary budget for 2018-2019, Business Manager Michelle Sander suggested that the board needs to make some changes or the district will fall below its fund balance policy — a number decided by the board to be set at 20 percent of the total general fund. The fund balance policy is in place so the school district can have a percentage of the general fund available at all times.
Sander suggested some resources to save money to meet the 20 percent standard, and in total found about $180,000. Even though it’s not quite what the district needs, it’s a good start. A couple of the big-ticket items on that list include a $70,000 reduction in a 1.0 full-time equivalent (FTE) elementary school teacher who’s retiring and $35,000 in savings from a retiring physics teacher. The school has hired a new physics teacher and will save the difference in salary.
