Request for Proposals
REQUEST FOR PROPOSALS & QUALIFICATIONS:
Tri-Valley Opportunity Council, Inc., Head Start program, will receive proposals for architectural and design services to design and build a permanent, early childhood modular facility which includes the following criteria:
PROPOSAL DUE DATE AND SUBMISSION LOCATION:
Proposals will be received until 4:30 p.m. Central Standard Time on October 22, 2018. Proposals received after this date and time will not be considered. All proposals will be accepted via email at TaraM@tvoc.org. Proposals will then be evaluated and rated using a set of pre-determined criteria. Tri-Valley Opportunity Council, Inc. may request interviews with any or all of the companies that submit proposals to further clarify and make their final decision.

Please contact Tara Morrison via email at TaraM@tvoc.org. with any questions or clarifications that may be needed. All questions must be submitted in writing no later than 8:00 a.m. Central Standard Time on October 17, 2018 and answers will be issued in the form of an addendum to all plan holders.

ADDITIONAL REQUIREMENTS:
The successful proposal/firm is required to furnish licensing certification, insurance and agree to all terms and conditions of the Grantee’s design contract. Attention is called to the provisions for equal employment opportunities and assurance that minority business, women’s business enterprises and labor surplus area firms are given preference as applicable. Payment of not less than minimum wages as set forth by the Davis-Bacon Act are required as well as certified payrolls upon completion of the project. Tri-Valley Opportunity Council, Inc. reserves the right to reject any or all proposals or to waive any informalities in the proposal project.
REQUIRED BID & PERFORMANCE BONDS:
A 5% Bid Bond and a 100% Labor and Material Payment Performance Bond are required and must be included with our proposal. A scanned copy is acceptable for the submission but must be followed by a hard copy prior to any award.
