Notice of Hearing on Improvement
TO WHOM IT MAY CONCERN:
Notice is hereby given that the City Council of Stewart will meet in the Council Chambers at City Hall, 551 Prior Street, Stewart, MN at 7:00 p.m. or immediately after the first Public Hearing on February 12, 2018, to consider the making of an improvement on:
٠Powers Street from Grove Street to Bowman Street
٠Powers Street from Prior Street to Mowbray Street
٠Croyden Street from Grove Street to Prior Street
٠Croyden Street from Mowbray Street to Winona Street (the west line of the cemetery)
٠Grove Street from Croyden Street to Powers Street
٠Bowman Street from South Street (TH 212) to Powers Street
٠Mowbray Street from Croyden Street to Powers Street
٠Mowbray Street from Hall Street to Main Street
٠East Street from Main Street to Martha Street
٠Herbert Street from Martha Street to North Street
٠South Street (TH 212) from Bowman Street to Prior Street
٠Certain properties non-abutting the previously described areas having water or sanitary sewer service connections to utility mains located within the described areas. pursuant of Minn. Stat. §§ 429.011 to 429.111. The proposed improvements include but are not limited to street surfacing, watermain, water services, sanitary sewer, sanitary sewer services, storm sewer, curb & gutter, walk and driveway pavement, similar as what was discussed at the January 11, 2016 hearing. A portion of the cost for the proposed improvements is proposed to be assessed to the adjacent benefitting properties. The estimated cost of the improvement is $4,245,400. A reasonable estimate of the impact of the assessment will be available at the hearing. Such persons as desire to be heard with reference to the proposed improvement will be heard at this meeting.
The Preliminary Engineering Report and application made by the City for financial assistance to aid the City in wastewater collection system (up to $1,496,090 grant and $374.018 low interest loan) and water distribution system (up to $1,129,391 grant and $525,342 low interest loan) rehabilitation will also be discussed,. The findings of the Preliminary Engineering Report will be presented and opportunity will be provided to the public to present oral and written comment on the plan. The public is encouraged to attend.
