Council awards storm project bid, discusses transportation study

Glencoe City Council members had a busy agenda on Monday night. First, the council awarded a competitive bid to R&R Excavating of Hutchinson to get to work on Glencoe’s storm sewer problem. The $5.29 million proposal was the lowest of six offered bids for the central storm project. Additionally, the council held a public hearing on the Hennepin Avenue project assessment, which gave the public an opportunity to have a voice about their assessment. The council adopted the special assessment resolution.
Another notable event at the council meeting was a presentation given by John Rodeberg, a representative from Short Elliott Hendrickson (SEH), Inc. Via a slideshow presentation, Rodeberg introduced an origin-destination study that highlights traffic patterns on Highway 22. The Minnesota Department of Transportation (MnDOT) is requiring the survey be taken further to more clearly understand traffic flow in and out of Glencoe.
R&R Excavating was the storm sewer bid-winners, and by a large margin. Initially, it was estimated that the storm water project would run into the $6 million mark, if not a little more. R&R Excavators bid around $500,000 less than the next lowest bidder, Mueller and Sons, Inc., of Hamburg. These were the only two companies to offer less than the estimated cost, and since Glencoe is hiring R&R for the Hennepin Avenue project, it only made sense to award the bid to the excavators.
The Hennepin Avenue project is a requirement from the state to meet specifications set forth by the Americans with Disabilities Act (ADA). The project will have a $455,209 price tag attached to it, and it will be paid for by those who benefit from the renovations as well as by the city and state.
