Commissioners Joe Nagel, Rich Pohlmeier, Doug Krueger, Paul Wright and Ron Shimanski were present.
Krueger moved, Wright seconded, and motion carried unanimously to approve adding Human Resources Item B: Consider approval in the reduction of hours from 40 hours to 20 hours for a current Public Health Licensed Practical Nurse (Grade 140) so the individual can enroll in the PERA Phased Retirement Program beginning February 1, 2019 through January 31, 2020. This is an initial agreement for this employee with a required annual renewal. Phased retirement employment may be for periods of up to one year, not to exceed a total duration of five (5) years. Human Resources recommend approval.
Wright moved, Krueger seconded, and motion carried unanimously to approve the consent agenda items including: October 2, 2018 County Board Meeting Minutes; September 28, 2018 Auditor's Warrants; October 5, 2018 Auditor’s Warrants; October 12, 2018 Auditor’s Warrants; Approval requested to send a deputy to Drug Interdiction Patrol Tactics in Rural Areas class at the Midwest Counterdrug Training Center at Fort Dodge in Johnston, Iowa, December 5-7, 2018. There is no fee for this class and lodging is included. Only cost will be deputy salary and meals. The deputy is interested in advancing his skills; Approve a 1-Lot Sketch Plan #18-02 requested by Tony and Jessica Norem to split an existing six (6) acre building site into two (2) lots. The reason for this request originates from there being two (2) dwellings on the six (6) acre lot. The applicants are requesting to move the smaller dwelling to the north side of the property. There is a feedlot to the north that will need to be rescinded if this plat is approved and recorded, which the Feedlot Owner has agreed to rescind. This property is located in the rural residential area within the southwest ¼ of the northeast ¼ of Section 17 in Hale Township. The Board of Hale Township recommended approval of this request on August 9, 2018. The Planning Advisory Committee recommended approval on September 26, 2018; Approve Conditional Use Permit #18-21 for Jason Pawlicki to move in a modular home to replace an existing unoccupied old farm dwelling for the purpose of a second home dwelling for family care of Mr. Pawlicki’s mother, Ms. Eileen Pawlicki. Ms. Pawlicki is the property owner and currently resides on this property in a mobile home, located in the Agricultural District within the 79.32 acres of Hale Township. A note was received to the Environmental Services Office on September 4, 2018 by Amanda E. Leino, MD (Glencoe Regional Health Services) stating care is needed for Ms. Pawlicki. The Board of Hale Township unanimously recommended approval at the September 13, 2018 meeting. The Planning Advisory Commission unanimously recommended approval on September 26, 2018 with the following conditions: 1. The mobile home shall be removed with 180 days when the care is no longer needed. 2. An annual Doctor’s note stating that care is still needed to be submitted to the Environmental Services Office. 3. A separate sanitary sewage treatment system shall be installed for the new dwelling, if approved; Approve Conditional Use Permit #18-22 requested by Richard Sturges to construct a 36’ X 40’ addition onto an existing 36’ X 60’ pole shed on his property located in Swan Lake Estates Subdivision which would increase the building size from 2,160 square feet to 3,600 square. The resulting addition would exceed the aforesaid maximum of 2,100 square feet of accessory space allowed on a platted lot in an “r-1” rural residential zoned area. The Board of Hale Township unanimously recommended approval at the September 13, 2018 meeting. The Planning Advisory Committee unanimously recommended approval at the September 26, 2018 meeting with the following conditions: 1. This structure shall be used for personal use only. 2. Outdoor storage shall be allowed on this property, per the Zoning Ordinance; Approve Final Plat 18-02 submitted by Jeff Campbell, Realtor, on behalf of Patricia Karels, property owner. This rural residential property is a 1-Lot replat to be known as “Karels Subdivision Replat” which is a result of Ms. Karel’s desire to add adjacent un-platted property, without buildings, to her platted lot being Lot-2 Block 1 Karels Addition (1994). This property is described as 11.22 acres in the northwest ¼ of the northeast ¼ of Section 16 in Winsted Township and located in the Agricultural District. The Title Opinion has been reviewed by McLeod County Attorney, Mike Junge, and confirmed the plat is ready to be recorded, if approved. The McLeod County Recorder’s Office has reviewed the final plat and contacted the surveyor for necessary changes. The Winsted Township Board unanimously recommended approval on September 13, 2018. The Planning Advisory Committee unanimously recommended approval on September 26, 2018; Approve the repair of Judicial Ditch #9 embankment with work to be done by Rickert Excavating (Glencoe, Minnesota) for a cost of $998.75 with funding coming from the Judicial Ditch #9 account (20-669); Approve annual 2019 Host County Contract agreement for services between McLeod County Social Services and McLeod Treatment Programs regarding the Franklin House (135 North Franklin St, Hutchinson, Minnesota) and the Sheppard House (620 Highway 7 East, Hutchinson, Minnesota).
Shimanski moved, Pohlmeier seconded, and motion carried unanimously to approve the payment of bills from the Road & Bridge Fund, totaling $44,000.00.
Shimanski moved, Krueger seconded, and motion carried unanimously to hire Dwight Dahlen of Dahlen, Dwyer & Foley, Inc. (Saint Paul, Minnesota) to appraise Target, Cash Wise Foods, Best Buy, and Inland.
Pohlmeier moved, Wright seconded, and motion carried unanimously to approve and upgrade of Microsoft Office Professional Plus 2019 from SHI International Inc. (Somerset, New Jersey) on State Contract for $127,750.00 with money coming from the Capital Equipment Notes account (41-003).
Wright moved, Krueger seconded, and motion carried unanimously to approve authorization for Commissioner Joe Nagel and County Administrator Cindy Ford to sign a Quit Claim Deed to convey to Hutchinson Township the frontage road along State Highway #7 in front of Ag Systems Inc. (Hutchinson, Minnesota).
Pohlmeier moved, Shimanski seconded, and motion carried to approve the use of $9,000.00 of available funds from the Dental Liability Account (01-251) to cover the 7 percent increase for the 2019 Dental Insurance Premiums for one year.
Shimanski moved, Pohlmeier seconded, and motion carried to reduce hours for a current Public Health Licensed Practical Nurse from 40 hours to 20 hours, so the individual may enroll in the Public Employees Retirement Association (PERA) Phased Retirement Program beginning February 1, 2019 through January 31, 2020 with a required annual renewal.
Nagel moved, Shimanski seconded, and motion carried to approve the Delegation Agreement and Exhibits A through M by and between the Meeker, McLeod, Sibley Community Health Board and McLeod County.
Pohlmeier moved, Wright seconded, and motion carried unanimously to open the JD#9 Final Hearing Public Hearing at 9:28 a.m.
Nagel moved, Shimanski seconded, and motion carried unanimously to authorize the final payment for JD #9 of $5,851.77 to the contractor, Rickert Excavation, Inc. (Glencoe, Minnesota).
Shimanski moved, Wright seconded, and motion carried to close the JD #9 Final Hearing Public Hearing.
Nagel moved, Krueger seconded, and motion carried to open the 2019 Drainage Assessments Public Hearing at 9:30 a.m.
Wright moved, Krueger seconded, and motion carried unanimously to approve the County Auditor-Treasurer recommendations to place an assessment on the aforementioned drainage systems.
Nagel moved, Krueger seconded, and motion carried unanimously to implement a 1% interest rate on the ditch levy assessments.
Shimanski moved, Pohlmeier seconded, and motion carried unanimously to close the 2019 Drainage Assessments Public Hearing.
Wright moved, Krueger seconded, and motion carried unanimously to approve Resolution 18-CB-26 for the acceptance of gifts and contributions for the Fairgrounds Show Arena in the amount of $89,100.00.
Krueger moved, Pohlmeier seconded, and motion carried unanimously to enter into a service agreement with I & S Group, Inc. (ISG, Mankato, Minnesota) to provide a Phase I Environmental Site Assessment on the proposed McLeod County Government site with cost not to exceed $4,500.00.
Wright moved, Shimanski seconded, and motion carried unanimously and 9:49 a.m.to recess the County Board meeting and move into a closed meeting to discuss 2019 Union Negotiations specific to Health Insurance.
Shimanski moved, Krueger seconded, and motion carried unanimously at 9:56 a.m. to begin the Closed meeting session.
Krueger moved, Wright seconded, and motion carried unanimously at 10:22 a.m. to adjourn the Closed Door meeting session.
Pohlmeier moved, Shimanski seconded, and motion carried unanimously to re-open the regular session of the County Board meeting.
Wright moved, Pohlmeier seconded and motion carried to recess at 10:24 a.m. until the next County Board meeting to be held on November 6, 2018 at 9:00 a.m. in the McLeod County Courthouse Boardroom at 830 11th St E, Glencoe, Minnesota.
