Commissioners Nagel, Pohlmeier, Krueger, Wright and Shimanski were present.
Krueger moved, Pohlmeier seconded, and motion carried unanimously to approve the agenda.
Pohlmeier moved, Shimanski seconded, and motion carried unanimously to approve the consent agenda including December 27, 2018 Meeting Minutes; December 28, 2018 Auditor's Warrants.
Krueger moved, Wright seconded, and motion carried unanimously to adjourn for 2018 sine die.
Wright/Shimanski motion carried unanimously to cease nominations and cast a unanimous ballot for Commissioner Joe Nagel as Board Chair for 2019.
Pohlmeier/Shimanski motion carried unanimously to cease nominations and cast a unanimous ballot for Commissioner Doug Krueger as Board Vice Chair for 2019.
Krueger moved, Wright seconded, and motion carried unanimously to approve the agenda.
Shimanski moved, Pohlmeier seconded, and motion carried unanimously to approve the consent agenda including Approve Employee Dishonesty and Faithful Performance of Duty Coverage bonds for officers and employees; Adopt Resolution 18-RB01-01 designating the McLeod County website as the official publication for transportation projects; Approve annual renewal of contract between McLeod County Public Health and Hutchinson Health from 1/1/2018 - 12/31/2018 for Public Health Nurse Liaison services; Approve out of state travel for County Engineer and Assistant County Engineer to attend the National Association of County Engineers (NACE) annual meeting/technical conference April 22-26, 2018 in Wisconsin Dells, WI at an approximate cost of $2,400.
Shimanski moved, Krueger seconded, and motion carried unanimously to approve the payment of bills totaling $48,184.87.
Shimanski moved Wright seconded, and motion carried unanimously to approve a new 2019 contract for services between McLeod County (Social Services) and Donna Engelen - Independent Contractor, for: Parenting assistance; Assistance with money management, meal planning, and grocery shopping; learning appropriate social skills; and Independent living skills for Parent Support Outreach Program (PSOP).
Shimanski moved, Krueger seconded, and motion carried unanimously to approve removal of the Legal Non-Licensed Child Care Provider Registration of $75.00 for 2 years off the fee schedule.
Shimanski moved, Wright seconded, and motion carried unanimously to adopt Resolution
19-CB-02 Authorizing Participation in the Planning Process and Execution of Hazard Mitigation.
Pohlmeier moved, Shimanski seconded, and motion carried unanimously to hire a temporary part-time (up to 67 shifts) rehire of retired Highway/Public Works employee Bob Kaytor to assist with organization of construction records at a rate of $14 per hour.
Wright moved, Shimanski seconded, and motion carried unanimously to approve the 2019 County Board Meeting dates including the evening meetings for the Board of Appeals and Equalization and Truth in Taxation.
Krueger moved, Pohlmeier seconded, and motion carried unanimously to award the 2019 official McLeod County newspaper to McLeod Publishing at a cost per column inch of $3.50 and the 2018 McLeod County Financial Statement at an insertion rate of $0.17.
Shimanski moved, Krueger seconded, and motion carried unanimously to adopt Resolution 19-CB-03 Designation of Depositories.
Krueger moved, Shimanski seconded, and motion carried unanimously to adopt Resolution
19-CB-04 setting the Citizen Committee Members per Diem at $125 per full day and $75 per half day and/or evening consisting of four hours or less and mileage allowance of $0.35 per mile.
Pohlmeier moved, Shimanski seconded, and motion carried unanimously to approve letter to Minnesota Department of Natural Resources to create a plan by year end 2019 for an equine-safe trail as part of the Luce Line Trail project from Winsted through Hutchinson can be developed and maintained.
Pohlmeier moved, Shimanski seconded, and motion carried unanimously to approve renters for three houses and continue same verbal rental agreement as had with previous owner.
Shimanski moved, Pohlmeier seconded, and motion carried unanimously to close facilities to the public at noon on Tuesday, December 24, 2019 and allow employees the option of working or taking four hours of vacation or compensatory time.
