Commissioners Nagel, Pohlmeier, Krueger, Shimanski and Wright were present.
Krueger moved, Pohlmeier seconded, and motion carried unanimously to approve the agenda as revised.
Wright moved, Pohlmeier seconded, and motion carried unanimously to approve the consent agenda including February 05, 2019 County Board Meeting Minutes; February 01, 2019 Auditor’s Warrants; February 08, 2019 Auditor’s Warrants; Agreement between McLeod County and the State of Minnesota, office of the State Auditor for services provided pursuant to Minnesota Statue § 6.48 with McLeod County for the audit year ending December 31, 2018. This is an annual agreement with the State of Minnesota, office of the State Auditor to perform audit services; Use of Compliance Fund to cover wages for previously approved Public Works seasonal employee. Estimated total cost is $7,504.00 (67 shifts @ $14/hour). Compliance Committee voted in favor of this on January 18, 2019. Retired Highway Department employee Bob Kaytor was Board approved on January 8, 2019 to assist with old road construction records organization and retention, which is an eligible use of the Compliance Fund.
Shimanski moved, Krueger seconded and motion carried unanimously to approve the payment of bills totaling $109,986.25.
Krueger moved, Pohlmeier seconded, and motion carried unanimously to authorize Engineer to proceed with letting dates for CP 19-000-01, CP 19-000-02, CP 19-060-02, CP 19-063-04; CP 19-079-05, CP 19-093-01, SP 43-070-013, SP 43-608-013, and SAP 43-615-013.
Wright moved, Shimanski seconded, and motion carried unanimously to authorize the approval of Resolution 19-RB02-10 for rehabilitation project on CSAH 2 from U.S. Highway 212 to Sibley County.
Shimanski moved, Krueger seconded, and motion carried unanimously to authorize the approval of Resolution 19-RB03-11 for rehabilitation project on CSAH 15 from 16th Street to CSAH 3 east of Glencoe.
Krueger moved, Pohlmeier seconded and motion carried unanimously to authorize the approval of Resolution 19-RB04-12 for rehabilitation project on CSAH 19 from CSAH 12 to Meeker County.
Shimanski moved, Pohlmeier seconded, and motion carried unanimously to authorize the approval for a new 2019 Purchase of Service Agreement for Semi-Independent Living Skills (SILS) services between McLeod County (Social Services) and EON, Inc.
Shimanski moved, Pohlmeier seconded, and motion carried unanimously to authorize the approval of a new Memorandum of Understanding between McLeod County Social Services and McLeod County Public Health.
Pohlmeier moved, Wright seconded, and motion carried unanimously to open the Public Hearing to consider approval of Resolution 19-CB-13 to amend the McLeod County Hazards Mitigation Plan that expires in April 2020. Shimanski moved, Wright seconded, and motion carried unanimously to approve Resolution 19-CB-13 to amend the McLeod County Hazards Mitigation Plan that expires in April 2020. Wright moved, Krueger seconded, and motion carried unanimously to close the Public Hearing.
Krueger moved, Wright seconded, and motion carried unanimously to approve of additional funding for a court ready appraisal for Inland $9,000.00 and Taco Bell $5,000.00 Tax Court Appeals with funding coming from the Assessor’s 2019 budget (01-103).
Krueger moved, Shimanski seconded, and motion carried unanimously to approve of the Independent Contractor Professional Service Agreement by and between Carver and McLeod Counties for review, approval and/or inspection of Type IV and Type V advanced Sub-Surface Sewage Treatment Systems (SSTS) per rate of $50.00/hour, not to exceed $2,500.00.
Nagel moved, Pohlmeier seconded and motion was tabled at February 05, 2019 County Board Meeting to suspend Conditional Use Permit 15-15. Nagel called a vote and motion failed to suspend Conditional Use Permit 15-15. Roll Call: Shimanski – No; Krueger – No; Wright – No; Pohlmeier – No; Nagel – Yes. Krueger moved, Shimanski seconded and motion carried unanimously to continue the permitting of Conditional Use Permit (CUP) 15-15 as applied for by Lev Mirman and approved by the McLeod County Board of Commissioners on August 15, 2015 for recycling of cooking oil and to employ more than five non-family employees with the following additional conditions: Mr. Mirman will present monthly inventory reports to McLeod County Environmental Services until August 20, 2019; Mr. Mirman will provide monthly progress reports on the clean-up and removal of the outdoor storage of IBV totes, RV trailers and any other general clean up needed on the property; A progress report will be presented by Environmental Services on May 21, 2019 with an expectation that by August 20, 2019 Mr. Mirman will be in full compliance with his Conditional Use Permit. If at this time the business is found to not be incompliance, the Permit will then be under review for suspension.
Wright moved, Pohlmeier seconded and motion carried unanimously to approve Resolution 19-CB-06 Appointment of Agricultural Inspector.
Pohlmeier moved, Shimanski seconded and motion carried unanimously to approve Resolution 19-CB-07 Appointment of Citizens to Committees.
Shimanski moved, Krueger seconded and motion carried unanimously to approve Resolution 19-CB-08 Appointment of Staff to Committees.
Wright moved, Krueger seconded and motion carried unanimously to approve Resolution 19-CB-09 Appointment of Drainage Inspector.
Krueger moved, Pohlmeier seconded and motion carried unanimously to approve Letter of Support for U.S. Highway 212 Rural Freight Access Project.
Nagel moved, Shimanski seconded and motion carried unanimously to approve the McLeod County Logo Usage Policy.
Pohlmeier moved, Wright seconded and motion carried unanimously to adjourn the meeting at 10:17 a.m. until 9:00 a.m. March 05, 2019, 2019 at the Glencoe City Center.
