Meeting Minutes

Commissioners Nagel, Pohlmeier, Krueger, Shimanski and Wright were present.
Wright moved, Pohlmeier seconded, and motion carried unanimously to approve the agenda.
Krueger moved, Pohlmeier seconded and motion carried unanimously to approve the consent agenda. Consent agenda items included: (a) March 5, 2019 County Board Meeting Minutes; (b) March 1, 2019 Auditor’s Warrants; (c) March 8, 2019 Auditor’s Warrants; (d) March 15, 2019 Auditor’s Warrants; (e) Approve McLeod County Administrator Employment Agreement between McLeod County and Cindy Ford for a six (6) month extension commencing April 3, 2019, concluding on October 2, 2019; (f) Approve the request for a credit card for the County Auditor-Treasurer’s Office; (g) Approve Resolution 19-CB-18 for the appointment of new Assistant County Attorney, Lauren Johnson; (h) Permit Gopher Campfire Club to conduct a raffle on August 11, 2019 according to Minnesota Statute 349.213; (i) Approve Lexis Nexis Contract for research services for the law library for a total cost of $5,040.00 from the Law Library 2019 Budget (25-015); (j) Approve County Law Library Agreement with Minnesota State Law Library for Tier 2 services totaling $1,453.00, based on fee and fine revenue for FY18 and funded from the Law Library 2019 Budget (25-015); (k) Approve a permanent roadway easement from Coborn’s Incorporated (Minnesota) for SAP 43-615-013, Morningside project in Glencoe; (l) Approve a proposal from Braun Intertec (St. Paul, Minnesota) for an estimated cost of $7,573.45, not to exceed $9,500.00, based on hourly rates and equipment costs from the Public Works 2019 Budget (03-320). The proposal is for pavement evaluation services for 19.01 miles of the following County Roads: 1. CSAH 5 from CSAH 16 to CSAH 2 (2.41 miles). 2. CSAH 6 from CSAH 1 to Caver County line (2.01 miles). 3. CSAH 7 from US 212 to end of bituminous (4.45 miles). 5. CSAH 115 from CSAH 7 to Highway 22 (3.30 miles). 6. CR 6 from CSAH 19 to CSAH 12 (2.39 miles).
Shimanski moved, Krueger seconded and motion carried unanimously to approve the payment of bills totaling $45,320.00.
Shimanski moved, Nagel seconded and motion carried unanimously to approve of Foster Mechanical (Hutchinson, Minnesota) to make additional improvements and repairs to cold water circuits in secure mechanical room for a total cost of $19,543.87 from the Capital Building Major Repairs 2019 Budget (01-115).
Pohlmeier moved, Krueger seconded and motion carried unanimously to accept a grant from the Minnesota Department of Public Safety in the amount not to exceed $48,594.00.
Shimanski moved, Wright seconded and motion carried unanimously to accept a quote from GeoComm (St. Cloud, Minnesota) to provide services to assist with the conversion of McLeod County’s GIS data for the State’s Next Generation 9-1-1 system for the amount of $38,055.00 and possible additional costs not to exceed $48,594.00.
Krueger moved, Shimanski seconded and motion carried unanimously to approve changes to the Sandbag Policy allowing an easier purchasing and pick-up process for the public.
Krueger moved, Wright seconded and motion carried unanimously to approve of the settlement agreement offer for the Payable 2018 Target Tax Court Petition for two parcels: Parcel ID 23.325.0010 reduce the property valuation from $4,919,600.00 to $4,465,100.00 and Payable 2019 property valuation; Parcel ID 23.320.0020 reduce the property valuation from $352,800.00 to $264,400.00 and Payable 2019 property valuation.
Krueger moved, Pohlmeier seconded and motion carried unanimously to approve the Residential Purchase Agreement for 607 DeSoto Avenue North, Glencoe, Minnesota, County of McLeod, owned by Santiago and Andrea Martinez in the amount of one hundred and ten thousand ($110,000.00) dollars, with a tentative closing date of Thursday, May 30, 2019.
Shimanski moved, Wright seconded and motion carried unanimously to approve the Personnel Committee recommendation to increase the hours of the currently open Technical Specialist 1 position from 24 hours per week to 40 hours per week.
Krueger moved, Wright seconded and motion carried unanimously to approve the Personnel Committee recommendation to consolidate the Department Head roles of Human Services Director and Director of Public Health into one position (position name yet to be determined), while maintaining the current organizational structure and budget of each department as is until further consideration.
Krueger moved, Wright seconded and motion carried unanimously to approve Resolution 19-CB-16 authorizing a temporary loan of $640,400.00 from the General Revenue Fund to the Ditch Fund to cover negative County and Joint Ditch fund balances dated 12/31/18. Nagel moved, Pohlmeier seconded and motion carried unanimously to set the interest rate for the temporary loan at one percent (1%).
Shimanski moved, Pohlmeier seconded and motion carried unanimously to approve resolution 19-CB-17 authorizing the acceptance of gifts and contributions in the amount of $16,723.17 for the year ended December 31, 2018.
Wright moved, Pohlmeier seconded and motion carried unanimously to approve Resolution 19-CB-19, 2019 Citizen Committee List (additional).
Krueger moved, Shimanski seconded and motion carried unanimously to appoint Lynn Ette Schrupp to the Wellbeing Committee to replace Gary Sprynczynatyk.
During the Open Forum, Jim Bobier, Acoma Township Resident, addressed the County Board to express concerns regarding meetings and discussion on the County’s trails.
Pohlmeier moved, Shimanski seconded and motion carried unanimously to adjourn at 9:43 a.m. until April 2, 2019 at the Glencoe City Center.
