Brownton Council Minutes
April 2, 2019
Mayor Schwaze called the meeting to order.
º Public Hearing was opened to discuss the 2019 Street Improvement project. Chis Knutsen (SEH) presented information regarding each affected street and their applicable repairs/options. At present, the stated project is $312K. Plans are to work with existing council dates if possible: :Order improvement and prepare plans approved on April 2, receive bids on June 6; present final plans on June 11; begin construction early July; assessment hearing in July (concurrent with 2018 project final assessment). The meeting was opened to public comment and then closed.
As the project of $312K has exceeded the no-bid maximum, the project will be put out for public hid, however, with the understanding that the bidder must be able to complete 75% of the project themselves. SEH Inspector Brian Gohl will not return to complete the project; his replacement is Dillon Boggess.
º Sign placement is being addressed as a few have been misplaced on properties. There are also a couple that defy north/south directions.
º Becky Havelka reported Brownton Days will be held on July 27 in conjunction with Brownton All School Reunion. Numerous activities in the park are youth centered. Also included will be: Bike-a-thon, “Bike Rodeo” (obstacle course, bike safety, safety checks), and street dance.
º Consent agenda was reviewed and approved as read.
º Paula Schons was appointed to the Planning and Zoning Committee.
º Public Works (Draeger) – sweeping streets and rock off boulevards, dragging alleys, flush hydrants end of April and serviced lawnmowers. Bagger for lawnmower quoted at $$2,800. Council tabled. Sentence to serve to be contacted to help clean up the cemetery/park. Snow plush blade quoted at $9,950, also tabled. Council approved Pearson Seal Coat bid in the amount of $44,871.84.
º Chief Bauer reported blight notices were sent out; no tickets given out; but will be issued going forward. Rich Pohmeier interjected McLeod County will provide a flashing stop sign for County Road 25 if interested, to which the city was not opposed.
º Council approved the contract for eight bi-weekly mosquito sprays from Clarke beginning May 28.
º Reminder to residents, Brownton pet ordinance states a maximum of four pets (cats/dogs) is allowed in city limits.
º Annual beer license for the Brownton Bruins was approved.
º Council approved Mark Mathwig’s resignation as the city custodian and also the advertisement to replace. Thank you Mark for a job well done!
º RS Fiber update – New Bankers are purchasing HBC; the joint powers board agreed to extend payments for another five years. Brownton’s current payment: $52K/year.
º Special meeting set for Tuesday, April 16, to review City Clerk applications and set interviews.
º Wind mill update – Carrigan reported MMPS is seeking proposals, due April 1 for new windmill replacements. They are also considering refurbishment.
º Motion was made to adjourn.
